Assessing Skills and Competency Based Pay Systems: the view of human resources

Resumo: This article is aimed at deepening the knowledge about skill and competence pay systems implemented by Brazilian organizations, comparing them to assumptions underlying current literature and looking for research findings about their effectiveness. A field research was conducted in seven major organizations (located at the states of Sao Paulo, Rio de Janeiro and Paraná) in which Compensation or Human Resources managers were interviewed on their perceptions and opinions about the main difficulties, intended purposes, problems during implementation as well as barriers for the adoption of this kind of pay systems, characterizing a study methodology based on multiple cases. Results not only confirm major theoretical recommendations and key aspects to be observed during the creation and implementation of skills and competence based pay systems but also provided information on what direction improvement and broadening efforts should be made whether one’s seek for increasing the effectiveness of this approach for determining the compensation of knowledge workers in the organizations.Key-words: Strategic compensation. HRM.La finalidad del presente artículo es profundizar el conocimiento sobre sistemas de remuneración basados en habilidades y competencias implementados en empresas brasileñas, confrontarlos con los fundamentos presentados en la literatura correspondiente e investigar la efectividad de sus resultados. Para esto, se realizó una investigación en siete empresas (São Paulo, Rio de Janeiro y Paraná), por medio de entrevistas con gerentes de Remuneración o de Gestión de Personas para conocer sus opiniones con respecto a las principales dificultades, objetivos iniciales, deficiencias y factores restrictivos a la adopción de sistemas de remuneración de esa naturaleza, configurando una metodología de casos múltiples. Los resultados no sólo confirman las principales recomendaciones teóricas y los cuidados que deben observarse en la concepción e implementación de estos sistemas, sino que también indicaron hacia dónde deben dirigirse los esfuerzos de mejora, perfeccionamiento y ampliación cuando se pretende aumentar la eficacia de este planteamiento para determinar la remuneración de los profesionales capacitados en las organizaciones.Palabras clave: Remuneración estratégica. Gestión de personas.O objetivo do presente artigo é aprofundar o conhecimento sobre sistemas de remuneração baseados em habilidades e competências implantados em empresas brasileiras, confrontando-os com os fundamentos apresentados na literatura pertinente e investigando-se a efetividade dos seus resultados. Para tanto, foi realizada uma pesquisa junto a sete empresas (São Paulo, Rio de Janeiro e Paraná), entrevistando-se os gerentes de Remuneração ou de Gestão de Pessoas sobre suas opiniões a respeito das principais dificuldades, objetivos iniciais, deficiências e fatores restritivos à adoção de sistemas de remuneração dessa natureza, configurando-se uma metodologia de casos múltiplos. Os resultados não só confirmam as principais recomendações teóricas e cuidados a serem observados na concepção e implantação desses sistemas, mas também apontaram para qual sentido os esforços de melhoria, aperfeiçoamento e ampliação devem se voltar, caso se deseje aumentar a eficácia dessa abordagem para a determinação da remuneração de profissionais detentores de conhecimento nas organizações.
