Resumo: The present study has the purpose of studying the discursive strategies present in the cooperation agreements between the University of International Integration of Afro-Brazilian Lusophony (UNILAB) and Portuguese and African institutions with the objective of identifying the voices and counter-voices that emerge from discourse University. This institution, created by law no. 12,289, of July 20, 2010, and installed on May 25, 2011, promotes the internalization of higher education in order to integrate Brazil and the member countries of the Community of Portuguese Speaking Countries (CPLP): Angola, Cape Verde, Guinea Bissau, Mozambique, Sao Tome and Principe, Brazil, Portugal and Timor-Leste (Asia). Since the formation and integration of the student is one of the purposes of this university, it has teaching and student bodies coming not only from various regions of Brazil, but also from other countries, besides the establishment and execution of temporary or permanent agreements with other institutions of the CPLP, local development with the cultural, scientific and educational exchange of the region. Lusophony is based on the Portuguese language common to all countries that integrate the UNILAB proposal and involves social, economic and geopolitical issues for the countries that make up the UNILAB proposal. The question that guided the research was: To what extent do the agreements between Portuguese and African institutions and UNILAB be guided by a neocolonialist ideology of integration between Brazil and the member countries of the CPLP? In this sense, our dissertation has as specific objectives: to identify and analyze the word cooperation, present in the agreements of study, and the construction of its senses from a determined context in the elaboration of discursive strategies that reveal aspects of colonization and coloniality within the scope of internationalization. The hypotheses raised were: The integration proposal, present in the agreements between Portuguese and African institutions and UNILAB, is a discursive strategy of maintaining a neocolonialist ideology; Cooperation and integration are discursive strategies of building a multicultural space for the maintenance of a neocolonialist ideology. The theorists who founded the analysis of the agreements were Mikhail Bakhtin, An??bal Quijano and Walter Mignolo.

Esta instituci??n, creada por la ley n?? 12.289, de 20 de julio de 2010, e instalada el 25 de mayo de 2011, promueve la interiorizaci??n de la educaci??n superior buscando integrar a Brasil ya los pa??ses miembros de la Comunidad de los Pa??ses de Lengua Portuguesa (CPLP): Angola, Cabo Verde, Guinea-Bissau, Mozambique, Santo Tom?? y Pr??ncipe, Brasil, Portugal y Timor Oriental (Asia). Como la formaci??n e integraci??n del alumnado es uno de los prop??sitos de esta universidad, cuenta con cuerpos docentes y discentes provenientes no s??lo de las diversas regiones de Brasil, sino tambi??n de otros pa??ses, adem??s del establecimiento y ejecuci??n de convenios temporales o permanentes con otras instituciones de la CPLP desarrollo local con el intercambio cultural, cient??fico y educativo de la regi??n. La lusofon??a tiene como base la lengua portuguesa com??n a todos los pa??ses que integran la propuesta de la UNILAB e involucra cuestiones sociales, econ??micas y de estrategia geopol??tica para los pa??ses que la componen. La cuesti??n que orient?? la investigaci??n fue: ??En qu?? medida los acuerdos entre instituciones portuguesas y africanas y la UNILAB se orientan por una ideolog??a neocolonialista de integraci??n entre Brasil y los pa??ses miembros de la CPLP? En este sentido, nuestra disertaci??n tiene como objetivos espec??ficos: identificar y analizar la palabra cooperaci??n, presente en los acuerdos de estudio, y la construcci??n de sus sentidos a partir de un determinado contexto en la elaboraci??n de estrategias discursivas que desv??an aspectos de la colonizaci??n y la colonialidad en el ??mbito de la internacionalizaci??n. Las hip??tesis planteadas fueron: La propuesta de integraci??n, presente en los acuerdos entre instituciones portuguesas y africanas y la UNILAB, es una estrategia discursiva de mantenimiento de una ideolog??a neocolonialista; La cooperaci??n y la integraci??n son estrategias discursivas de construcci??n de un espacio multicultural para el mantenimiento de una ideolog??a neocolonialista. A quest??o que orientou a investiga????o foi: Em que medida os acordos entre institui????es portuguesas e africanas e a UNILAB se orientam por uma ideologia neocolonialista de integra????o entre o Brasil e os pa??ses membros da CPLP? Nesse sentido, nossa disserta????o tem como objetivos espec??ficos: identificar e analisar a palavra coopera????o, presente nos acordos de estudo, e a constru????o de seus sentidos a partir de um determinado contexto na elabora????o de estrat??gias discursivas que desvelem aspectos da coloniza????o e da colonialidade no ??mbito da internacionaliza????o. In this sense, our dissertation has as specific objectives: to identify and analyze the word cooperation, present in the agreements of study, and the construction of its senses from a determined context in the elaboration of discursive strategies that reveal aspects of colonization and coloniality within the scope of internationalization. The hypotheses raised were: The integration proposal, present in the agreements between Portuguese and African institutions and UNILAB, is a discursive strategy of maintaining a neocolonialist ideology; Cooperation and integration are discursive strategies of building a multicultural space for the maintenance of a neocolonialist ideology. The theorists who founded the analysis of the agreements were Mikhail Bakhtin, An??bal Quijano and Walter Mignolo.
