Acessibilidade de pessoas com defici?ncia visual em portais municipais paranaenses

Resumo: | More and more public efforts have been employed to increase the capacity and coverage of public services through different electronic media, facilitating access to government information, anywhere, at any time and in line with the access equal claim. On the one hand there is the opportunity to governments to use ICT (information and communication technology) as a tool to approach people, however these should include all citizens. In other words, those with a disability should also be allowed the same access and use. The Electronic Government Accessibility Model (e-MAG) was created to facilitate people's access to information and services available on the sites and portals of government. Thus this study aimed to analyze the performance of portals of town halls of the largest cities in the state of Paran? in relation to accessibility of People with Visual Impairment. To reach the proposed objective, they were carried out two assessments: (1) evaluated the portals of the 10 most populous cities in the State of Paran? using the automatic evaluator Da Silva; (2) was subsequently performed evaluation of these same portals with 5 blind users, members of Cascavel Association of the Visually Impaired (ACADEVI), using the DOSVOX system.The automatic evaluation showed that all examined portals have some kind of mistake. The portal which showed the least amount of errors was the city of Colombo (8th most populous) and with the highest amount was the portal of Foz do Igua?u (7th most populous). Since the evaluation with users showed that only three portals were considered accessible and most still presents obstacles that impede the accessibility of People with Visual Impairment. The difficulty to find links with many images without description, excess clicks to find what you need and files that do not load, some were indicative of this lack of accessibility. The comparison of the forms of assessments carried out in this study showed similar mistakes and difficulties in access, showing that it is necessary to involve blind users in the preparation of these portals. These results show that many adjustments must still be made in municipal portals to improve the accessibility of People with Visual Impairment. |

Se por um lado existe a oportunidade de governos utilizarem as TIC como uma ferramenta de aproxima??o com as pessoas, por outro lado estas devem contemplar a todos os cidad?os. Ou seja, aquelas com algum tipo de defici?ncia tamb?m devem ter a mesma possibilidade de acesso e uso. O Modelo de Acessibilidade do Governo Eletr?nico (e-MAG) surgiu para facilitar o acesso das pessoas ?s informa??es e servi?os disponibilizados nos s?tios e portais de governo. Desta forma este estudo teve como objetivo, analisar o desempenho de portais das prefeituras dos maiores munic?pios do Estado do Paran? no que se refere ? acessibilidade de Pessoas com Defici?ncia Visual. Para alcan?ar o objetivo proposto, foram realizadas duas avalia??es: (1) foram avaliados os portais dos 10 munic?pios mais populosos do Estado do Paran? utilizandose o avaliador autom?tico Da Silva; (2) posteriormente foi realizada avalia??o destes mesmos portais com 5 usu?rios cegos, membros da Associa??o Cascavelense de Deficientes Visuais (ACADEVI), utilizando-se o sistema DOSVOX.A avalia??o autom?tica evidenciou que todos os portais analisados apresentam algum tipo de erro. O portal que apresentou a menor quantidade de erros foi o do munic?pio de Colombo (8? mais populoso) e o que apresentou a maior quantidade foi o portal de Foz do Igua?u (7? mais populoso). J? a avalia??o com usu?rios demonstrou que somente tr?s portais foram considerados acess?veis e que a maioria ainda apresenta empecilhos que dificultam ou impedem a acessibilidade de Pessoas com Defici?ncia Visual. A dificuldade para encontrar os links com muitas imagens sem descri??o, excesso de cliques para encontrar o que procura e arquivos que n?o carregam, foram alguns indicativos dessa falta de acessibilidade.
