Pretende-se analisar o conteúdo formal da política e informações sobre sua implementação e resultados, no caso da Universidade Federal do ABC - UFABC, no período de 2012 a 2018, sob a percepção de dirigentes, implementadores e representantes sindicais dos técnico-administrativos em educação. O propósito da pesquisa é apresentar e analisar as características e as especificidades da implementação da PNDP em uma universidade federal de ensino sob a ótica de teorias selecionadas sobre implementação de políticas públicas. Foram identificados os atores, as estratégias e as dinâmicas de implementação frente aos objetivos formais estabelecidos em documentos orientadores da política. Trata-se de uma pesquisa exploratória de abordagem qualitativa, na qual foi utilizada pesquisa bibliográfica, documental e entrevistas semi-estruturadas com os atores envolvidos com a PNDP na universidade, e empregou-se a técnica de análise de conteúdo. Aferiu-se com a pesquisa que a PNDP foi implementada parcialmente na instituição em virtude de características e especificidades da administração pública, deste modo, nota-se que somente as orientações instrumentais desta política não foram suficientes para garantir os seus resultados. Para sua plena implementação é necessário um entendimento abrangente de seus objetivos e adequações às características do setor público e principalmente às especificidades e maturidade institucional. Assim, somente com a compreensão desta complexidade da implementação da PNDP no serviço público pelos atores envolvidos, esta política poderá contribuir efetivamente como uma das ferramentas para a profissionalização dos servidores públicos e a melhoria dos serviços prestados aos cidadãos.This work is the result of a research about the National Policy for Personnel Development, instituted by the Decree number 5.707, dated from February 23rd, 2006, focusing on the implementation of this policy in a federal university. It is intended to analyze the formal content of the policy and information about its implementation in the case of Federal University of ABC - UFABC, under the perception of leaders, implementing partners and union representative members of technical-administrative civil servants in education. The purpose of the research is to present and analyze the characteristics and specificities of the National Policy for Personnel Development implementation in a federal university from the perspective of selected theories on the implementation of public policies. Actors, strategies and implementation dynamics were identified by means of the formal objectives set out in policy guidance documents. This is an exploratory research with a qualitative approach, which used bibliographical research, documentaries and semi-structured interviews with the actors involved with the National Policy for Personnel Development at this university and the technique of content analysis. It was checked that the National Policy for Personnel Development was implemented partially in this institution due to characteristics and specificities of the public administration. This way, it is noticed that only the instrumental orientations of this policy were not enough to guarantee its results. For its full implementation it is necessary a complete understanding of its objectives and adaptations to the characteristics of the public sector and, especially, to the specificities and institutional maturity.
