Uma geografia das ações afirmativas no ensino superior: as cotas étnico-raciais na UEG e UFG

Resumo: | This study analyzes the implementation processes of affirmative actions especially at the State University of Goiás (UEG) and at the Federal University of Goiás (UFG). Throughout the work, some analyses are fundamental to understand the key points that underlie the implementation processes of affirmative actions in Brazil in its respective universities. Main concepts which plague discussions about the subject are observed initially as the issue of racism in Brazil and the proposal to observe a university through a geographical category. Later, the analysis is based on understanding Brazilian racism as a political project finely delineated. At final parts of this study, UEG and UFG understand the main stages of this analysis. Institutes do racial inequality as hegemonic practices of a modern discourse but it is colonial at the same time. Political circumstances that built quota system in the State University of Goiás (UEG) are detailed and demystified in some aspects. The UFGInclui (UFGAdds) program is after analyzed from internal conjunctures of its events. Now some important aspects are observed such as the resistance to the original design, the social movements academic basis and the meeting minutes produced within the institution all having sine qua non importance to the narrative process. Consisting of own speeches the building of IHGB is composed of a project which drawing the Brazilian face would be needed. It gauges to a national identity that would overcome the low self-esteem of the nation. This project of building a national identity was completely harsh to black people gauging them all the negativity of this process. These projects correspond to the domain of the territory and the production of narratives which come to work joined to interests of the elite. If the subject reaches the entire nation not everyone is satisfied with the same. Macunaíma represents the antithesis of imperialist idea of the current culture. About this, a model of racism is choreographed based on the subtleties of Brazilian racism and it is embodied in all institutions where racial discourse results in barriers for black people, basically in these universities. |

No percurso do trabalho, algumas análises são fundamentais para compreender os pontos centrais que permeiam a implantação dos projetos de ações afirmativas no Brasil e, nas respectivas universidades analisadas. Observam-se inicialmente os principais conceitos que rondam as discussões sobre o tema, como a questão do racismo no Brasil e a possibilidade de observar a universidade através de um viés geográfico. Posteriormente a análise se fundamenta por compreender o racismo brasileiro, como um projeto político finamente delineado. No segundo e terceiro capítulo, a UEG e a UFG compreendem os palcos principais da análise. Institutos que reproduzem desigualdade racial como práticas regulares de um discurso moderno, mas ao mesmo tempo colonial. As conjunturas políticas que construíram o sistema de cotas na Universidade Estadual de Goiás se encontram detalhados e alguns pontos desmistificados. O programa UFGInclui é posteriormente analisado a partir das conjunturas internas de seus acontecimentos. Nesse momento, alguns pontos importantes são observados, como a resistência ao projeto original, os movimentos sociais de base acadêmica e as atas de reunião produzidas no interior da instituição, todos de importância sine qua non à narrativa do processo. Constituído de discursos próprios, a construção do IHGB compõe um projeto no qual seria necessário desenhar o rosto do Brasil, aferindo uma identidade nacional que superasse a baixa autoestima da nação. Esse projeto de construção de identidade nacional foi completamente ríspido ao sujeito negro, aferindo a esse, toda negatividade histórica. Observa-se que tais projetos correspondem ao domínio do território e a produção de narrativas que venham a atuar em conjunto com os interesses das elites. Se o discurso atinge a todos que pertencem à nação, nem todos se satisfazem com o mesmo. Macunaíma representa a antítese à ideia imperialista da cultura vigente.
