Socialização organizacional na UFSM: proposta de um programa de integração para novos servidores

Resumo: The study aimed to propose a integration program for the new servers at the Federal University of Santa Maria (UFSM), in order to assist in the adaptation and preparation of these professionals for the proper performance of their duties, contributing to the socialization and integration into the institutional environment. A research of quantitative and qualitative character was held, including the application of a questionnaire with entering in UFSM, from 2014 to 2016, made up of the inventory of Organizational Socialization (ISO), proposed by Borges et al. (2010), as well as open questions, prepared in such a way as to complement the results of the search. In addition, research carried out the collection and analysis of secondary data, concerning the profile of the servers with the institution entering the results of the Survey of Training Needs, as well as the documentary analysis of practices integration of new servers adopted by UFSM and other federal institutions. The analysis of the profile of the freshmen entering in 2014 to 2016 period showed that the UFSM received serves in 57 different positions, crowded in 4 campuses of the insitution. The entry occurred in all months of the year, demonstrating the need for a suitable program to this reality. The demands of training, identified through the results of the LNC, have contributed to the definition of the themes of the proposal. It identified that socialization actions performed by UFSM, in recent years, involved only punctual actions, which occurred on the day possession of the server and, subsequently, in a seminar, periodic achievement, which was considered insufficient to enable the new comers for the performance of their duties. The results of the application of the ISO have shown that, in general, the perception of the new servers on the organizational socialization is positive. On analysis of the open questions, it was possible to identify the key information that the new servers required purchase to start the performance of the function and how this information was obtained. The results verify that most servers felt welcomed to join in the new sector and participated in actions promoted by the initiative of colleagues and/or the immediate leadership, aiming to socialize them to the desktop. The main difficulties experienced were related to lack of training and/or manuals and the inadequacy of the physical structure of work. In addition, it was found that a significant portion of servers are unaware or only partially meets the strategic documents from UFSM, indicating the need for expansion of such disclosure, as well as information about the history, tradition and institutional language. The actions of integration of new servers, identified in other IFEs, understood, especially, the holding of training courses and the provision of specific manuals relating to people management processes. Finally, performed the proposal for a programme of Integration to the new servers from UFSM, prepared on the basis of the results of this research. It is believed that your implementation can contribute to the improvement of the organizational socialization process in the institution.

Além disso, a pesquisa realizou a coleta e a análise de dados secundários, referentes ao perfil dos servidores ingressantes na Instituição, os resultados do Levantamento de Necessidades de Capacitação, assim como a análise documental das práticas de integração de novos servidores adotadas pela UFSM e outras Instituições Federais de Ensino. A análise do perfil dos servidores ingressantes no período de 2014 a 2016 demonstrou que a UFSM recebeu servidores em 57 diferentes cargos, lotados nos 4 campi da instituição. O ingresso ocorreu em todos os meses do ano, demonstrando a necessidade de um programa adequado a esta realidade. As demandas de capacitação, identificadas por meio dos resultados do LNC, contribuíram para a definição dos temas da proposta apresentada. Identificou-se que as ações de socialização realizadas pela UFSM, nos últimos anos, envolveram apenas ações pontuais, que ocorriam no dia da posse do servidor e, posteriormente, em um seminário, de realização periódica, o qual foi considerado insuficiente para capacitar os recém-ingressantes para o desempenho de suas funções. Os resultados da aplicação do ISO demonstraram que, de forma geral, a percepção dos novos servidores acerca da socialização organizacional é positiva. Na análise das questões abertas, foi possível identificar as principais informações que os novos servidores necessitaram adquirir para iniciar o desempenho da função e de que forma essas informações foram obtidas. Os resultados permitiram verificar, ainda, que a maior parte dos servidores se sentiu bem recebida ao ingressar no novo setor e participou de ações promovidas por iniciativa dos colegas e/ou da chefia imediata, visando socializá-los ao ambiente de trabalho. As principais dificuldades vivenciadas foram relacionadas à falta de capacitação e/ou manuais e a inadequação da estrutura física de trabalho. Além disso, verificou-se que uma parcela significativa de servidores desconhece ou conhece apenas parcialmente os documentos estratégicos da UFSM, indicando a necessidade de ampliação da divulgação desses, bem como informações acerca da história, da tradição e da linguagem institucional. As ações de integração de novos servidores, identificadas em outras IFEs, compreenderam, principalmente, a realização de capacitações específicas e a disponibilização de manuais referentes aos processos de gestão de pessoas. Por fim, apresentou-se a proposta de um Programa de Integração para os Novos Servidores da UFSM, elaborado com base nos resultados desta pesquisa.
