Dilemmas and perspectives for Early Childhood Education 30 years after the promulgation of the 1988 Federal Constitution

Resumo: | The interview addresses aspects related to the progress achieved in the provision of Early Childhood Education, but also focuses on gaps and intermittency in the consolidating of effectiveness on the right to education of young children. Having as reference the current political and economic scenario, important reflections on the main impacts of the Constitutional Amendment 95 on the financing of Basic Education are presented, mainly for fulfillment of the National Education Plan (PNE) goals for Early Childhood Education. The interviewees also reflects on the expansion of the agreements between the public education systems and private and non-governmental organizations, on the offer of Early Childhood Education, on the main challenges for the initial and continued formation of Early Childhood educators, and on the importance of the Movimento Interfóruns de Educação Infantil do Brasil (MIEB) in the fight for Early Childhood Education that is public, socially referenced, and of high quality. |

Cet entretien aborde des aspects concernant les progrès réalisés dans l'offre d'Éducation des enfants tout en se concentrant sur les lacunes et les intermittences dans la consolidation de l'efficacité du droit à l'éducation des petits enfants. En prenant pour référence le paysage politique et économique actuel, il présente d'importantes réflexions sur les principaux impacts de l'amendement constitutionnel 95 sur le financement de l'Éducation de base, principalement pour atteindre les objectifs du Plan National d'Éducation pour l'Éducation des enfants. Les interviewées explorent également: l'expansion des accords entre les systèmes d'éducation publics et des organisations de la sphère privée, sans lien avec l'État, dans l'offre d'Éducation des enfants; les principaux défis pour la formation initiale et continue des enseignants pour enfants; et l'importance du M.I.E.B. (Mouvement Interforums d'Éducation infantile Brésil) dans la lutte pour une Éducation des enfants publique et de qualité socialement référencée. A entrevista aborda aspectos relacionados ao progresso alcançado na oferta da Educação Infantil, mas também se concentra nas lacunas e intermitências na consolidação da efetividade no direito à educação de crianças pequenas. Tendo como referência o atual cenário político e econômico, são apresentadas importantes reflexões sobre os principais impactos da Emenda Constitucional 95 sobre o financiamento da Educação Básica, principalmente para o cumprimento das metas do Plano Nacional de Educação (PNE) para a Educação Infantil. As entrevistadas também refletem sobre a ampliação dos acordos entre os sistemas públicos de ensino e organizações privadas e não-governamentais, sobre a oferta da Educação Infantil, sobre os principais desafios para a formação inicial e continuada de educadores da primeira infância, e sobre a importância do Movimento Interfóruns de Educação Infantil do Brasil (MIEB) na luta pela Educação Infantil que é pública, socialmente referenciada e de alta qualidade.
