Séries ou Ciclos? A organização da escolaridade no município de Ponte Nova, Minas Gerais

Resumo: This study aimed to analyze the reversing process of the cycle system to the system of school grades in municipal schools in Ponte Nova, Minas Gerais. Specifically, it was intended to identify the factors that contributed to the end of cycle system in the municipal schools; to identify the mechanisms used by the Municipal Department of Education to reintroduce the grade system, and to analyze the opinion of managers and teachers about this reversing process in the schools. The investigation was developed through a descriptive, qualitative and quantitative research. The qualitative research was performed through bibliographical research, documentary research and semi-structured interview. The investigation began with the bibliographical research in order to build up a theoretical background concerning the development of the school grade and the cycle systems in Brazil and in Minas Gerais. Subsequently, the documentary research was developed in the Municipal Department of Education of Ponte Nova with the collection of date related to these two systems in the municipal schools. The semi-structured interview was performed with two managers from the Municipal Department of Education since they are involved in the implementation phase of the proposed school grade system in the municipal schools. The quantitative research was performed with the use of a questionnaire addressed to the teachers from the early years of the Elementary School, and it had as a procedure for the interpretation of the information the exploratory data analysis using the statistical package SPSS, version 20.0. The results showed that some factors contributed to the extinction of cycle system and the grade system reintroduction in the early years of the Elementary School in municipal schools in 2008. Among these factors, it is possible to highlight the lack of preparation of the school community during the development and implantation of this system, as well as the automatic promotion of students with low efficiency and without the proper educational support. It was found that, for the development and the reintroduction of the school grade system, the Municipal Department of Education tried to perform a work of monitoring guidance of the pedagogical activities in schools through pedagogical meetings and training courses with teachers, educational supervisors and directors. In the managers and teachers opinion, the system of school grades is an appropriate organization for the early years of the Elementary School and it is, therefore, well accepted in schools. The study also demonstrated that the development of the cycle system in the municipal schools of Ponte Nova followed the educational policies of the state government. In that sense, the introduction of this type of organization was focused, possibly, on the regularization of the school flow and on the reduction of costs by eliminating the reprobation, without, therefore, ensuring the appropriate conditions for its development.

Especificamente pretendeu-se: identificar os fatores que contribuíram para a extinção do regime de ciclos na rede municipal de ensino; identificar os mecanismos utilizados pela Secretaria Municipal de Educação para (re)implantação do regime seriado nas escolas, e; analisar a opinião de gestores e professores sobre processo de reversão do regime de ciclos para o seriado nas escolas municipais. A investigação desenvolveu-se através de pesquisa descritiva de cunho quanti-qualitativo. A pesquisa qualitativa foi realizada através da pesquisa bibliográfica, pesquisa documental e entrevista semiestruturada. A investigação começou com pesquisa bibliográfica para a construção de um referencial teórico referente ao desenvolvimento do regime seriado e de ciclos no Brasil e no Estado de Minas Gerais. Posteriormente, foi realizada a pesquisa documental na Secretaria Municipal de Educação de Ponte Nova, com a coleta de dados relacionados a esses dois regimes na rede municipal de ensino. Com relação à pesquisa semiestruturada, esta foi feita com duas gestoras da Secretaria, uma vez que estão envolvidas com a fase de implementação da proposta de seriação nas escolas municipais. Já a pesquisa quantitativa foi feita com a utilização de questionário para os professores dos anos iniciais do Ensino Fundamental, tendo como procedimento para interpretação das informações, a análise exploratória de dados com uso do pacote estatístico SPSS, versão 20. Os resultados apontaram que alguns fatores contribuíram para a extinção do regime de ciclos nos anos iniciais do Ensino Fundamental na rede municipal de ensino em 2008. Dentre esses fatores, destacam-se: a falta de preparação da comunidade escolar durante a implantação e desenvolvimento desse tipo de regime, bem como a promoção automática dos alunos com baixo rendimento, sem o devido acompanhamento pedagógico. Constatou-se que, para a (re)implantação e desenvolvimento do regime seriado, a Secretaria Municipal buscou realizar um trabalho de orientação de monitoramento das atividades pedagógicas das escolas, por meio de reuniões pedagógicas e cursos de capacitação com professores, supervisores pedagógicos e diretores. Na opinião das gestoras e dos professores, a seriação é uma organização adequada para os anos iniciais do Ensino Fundamental, sendo, portanto, bem aceita nas instituições de ensino. O estudo também demonstrou que o desenvolvimento do regime de ciclos na rede municipal de Ponte Nova seguiu as políticas educacionais do governo estadual.
