Gestão de pessoas: estudo da captação e capacitação para o setor do petróleo e gás no Brasil

Resumo: This work, qualitative evidences people management, specifically the study of recruitment and training of "professional" for oil and gas in Brazil. This research was important because it allowed for in-depth study and analyze the recruitment and training of people for oil and gas in Brazil, in response to the demand for professionals in this industry required. Therefore, the aim of this work was to analyze the alignment between the capture and training of professionals, developed by some agencies in relation to others. In capture, which is a practice that consists in absorbing labor market or within the organization itself, were addressed items such as recruitment, seeking the professional market with the profile required; selection, which shows the choice among professionals recruited from the market, those that best fit the requirements and, or, the job profile, and the admission of persons, which is labeled as legal acceptance in the professional organization. As for training, which is the practice of preparing the professional market or absorbed within the organization, for the proper exercise of their functions, aspects were addressed such as training, which consists in the acquisition of knowledge required to perform the functions demanded ; and development, which is a training in the long term. In interorganizational alignment, variable that represents a situation in which parties and or organizations work together to achieve common goals, which individually would not be attainable, were addressed aspects such as financial resources, and partnership agreements. The funds represent any financial support used for the maintenance of recruitment and training, developed by organizations involved with the issue of oil and gas. The partnership, however, consists of an arrangement in which two or more organizations establish an agreement of cooperation to achieve common interests. Covenants, in turn, refer to agreements between various organizations, to realize the goals of common interest among the participants. Data collection for the development of this work was conducted through interviews with people belonging to various organs surveyed, especially people knowledgeable about the subject under study. To complement the interviews, we used information in various sources available. The data collected through the interviews and those obtained from other sources were analyzed through content analysis technique. As a result, it was found that the federal government, through administration organizations directly and indirectly involved with the issue of oil and gas, captures and trains professionals to meet the demands of labor for this sector. The training is developed both in Brazil and abroad. Based on the analysis of partnerships and agreements for the recruitment and training of professionals in various organs, we found the existence of convergence between them, being, however, demonstrated the presence of alignment.

A realização desta pesquisa foi importante, pois permitiu estudar e analisar com profundidade a captação e capacitação de pessoas para o setor de petróleo e gás no Brasil, em resposta à demanda de profissionais requerida desse setor. Portanto, objetivou-se com este trabalho analisar o alinhamento, entre a captação e capacitação de profissionais, desenvolvido por alguns órgãos em relação aos outros. Em captação, que é uma prática que consiste na absorção de mão de obra no mercado ou dentro da própria organização, foram abordados itens como o recrutamento, que busca no mercado o profissional com o perfil demandado; a seleção, que evidencia a escolha, dentre os profissionais recrutados do mercado, aqueles que mais se adequam às exigências e, ou, ao perfil do cargo; e a admissão de pessoas, que é conotada como a aceitação legal do profissional na organização. Já a capacitação, que é a prática que consiste em preparar o profissional absorvido do mercado ou dentro da própria organização, para o correto exercício da sua função, foram abordados aspectos com o treinamento, que consiste na aquisição de conhecimentos necessários para a realização das funções demandadas; e desenvolvimento, que é um treinamento no longo prazo. Em alinhamento interorganizacional, variável que representa uma situação em que partes e, ou, organizações trabalham juntas para atingir objetivos comuns, que individualmente não seriam atingíveis, foram abordados aspectos como recursos financeiros, parceria e convênios. Os recursos financeiros representam todo o aporte financeiro usado para a manutenção da captação e capacitação, desenvolvidas pelas organizações envolvidas com a questão do petróleo e gás. A parceria, no entanto, consiste em um arranjo em que duas ou mais organizações estabelecem um acordo de cooperação para atingir interesses comuns. Os convênios, por sua vez, se referem a acordos firmados entre várias organizações, para realizar os objetivos de interesse comum entre os participantes. A obtenção dos dados para o desenvolvimento deste trabalho foi realizada por meio de entrevistas com pessoas que pertencem aos vários órgãos pesquisados, sobretudo, pessoas entendidas sobre o assunto em estudo. Para complementar as entrevistas, foram usadas informações contidas em diversas fontes disponíveis. Os dados coletados por meio das entrevistas e aqueles obtidos das outras fontes foram analisados, mediante técnica de análise de conteúdo. Como resultado, constatou-se que o governo federal, por meio de organizações da administração direta e indireta envolvidas com a questão do petróleo e gás, capta e capacita profissionais para atender as demandas de mão de obra para esse setor. A capacitação é desenvolvida tanto no Brasil quanto no exterior.
