Análise da política de circuitos turísticos de Minas Gerais a partir da perspectiva de Policy Cycle (Ciclo Político)

Summary: This study aims to analyze the creation and implementation processes of the Touristic Circuit policy in Minas Gerais, as well as the results achieved until 2010. This research can be classified as a descriptive case study. The participants of the research were 4 strategic agents from the Tourism Department of MG - SETUR, and 37 strategic agents from the turistic circuits. Data have been collected through questionnaires, semi-structured interviews, and documentary and literature analysis. The qualitative data were analyzed through the techniqueof Content Analysis, and the quantitative data were analysed through descriptive statistics, Adding Scale, and Cronbach’s Alpha. The results have indicated that the Policy was created to solve the problem of tourism management in MG, and also to overcome the hitherto lack of a Tourism Policy in the state. This creation was guided by the regionalization principles and by the French model of public management of tourism. The main actions that are being undertaken in the policy implementation are: sensitization, mobilization, support in the promotion, scriptwriting and elaboration of the strategic planning, availability of covenantsand training. The positive results in the perception of SETUR agents are: the organization of touristic activity in the state, the tourist flow increasing, and the greater resources decentralization. The circuits agents have realized as the main positive results the municipalities integration, the tourist flow increasing and the greater visibility of some municipalities. Related to negative results, it was identified only, in the perception of one SETUR agent, that the policy is more beneficent to traditionally known tourist regions. In the perception of the circuits agents, the main negative results are: lack of autonomy of the circuits, the SETUR low budget, the difficulty of financial maintaining, and the greater support to the more developed circuits. The difficulties in implementing the policy, according to the SETUR agents are: highlighted the scarcity of resources; and the lack of understanding about the legal issues in tourism. In the perception of the circuits agents, the main difficulties are related to financial sustainability, and lack of involvement and commitment of the people associated with the circuit. In relation to the prospects regarding to the policy, the SETUR agents expect that the circuits to become more competitive and able to achieve financial sustainability. The circuits agents believe in the continuity of the Policy, however, they expect the smaller and not so traditional circuits to receive a greater support. Regarding to policy determinations, it was found that some circuits are not meeting them, althought they are certified. Finally, in relation to the circuits management, from the cycle PDCA view, it was observed that only the direction function isn’t being performed and the others still require further professionalization. Accordingly, it was concluded that despite the policy having more positives than negatives results, the policy continuity can be threatened by the difficulties pointed out, associated to weaknesses in the circuits structures, which requires greater attention by SETUR.

A pesquisa pode ser classificada como um estudo de caso, do tipo descritivo. Os sujeitos sociais foram 4 agentes estratégicos da Secretaria de Turismo de MG – SETUR e 37 agentes estratégicos dos circuitos turísticos. Os dados foram coletados por meio da aplicação de questionários, da realização de entrevistas semiestruturadas, e, de análise documental e bibliográfica. Os dados qualitativos foram analisados por meio da técnica de Análise de Conteúdo e, os dados quantitativos, por meio de estatística descritiva, Escala Somada e Alfa de Cronbach. Constatou-se que a Política foi criada para resolver o problema de gestão do turismo em MG e, ainda, para superar a até então inexistência de uma Política de Turismo no Estado. Esta criação se pautou nos princípios de regionalização e no modelo francês de gestão pública do turismo. As principais ações que vêm sendo realizadas na implementação da Política são: sensibilização; mobilização; apoio na promoção, roteirização e elaboração do planejamento estratégico; disponibilização de convênios; e capacitação. Os resultados favoráveis da Política na percepção dos agentes da SETUR são a organização da atividade turística no Estado, o aumento do fluxo turístico e a maior descentralização de recursos. Já os agentes dos circuitos percebem como principais resultados favoráveis a integração dos municípios, o aumento do fluxo turístico e a maior visibilidade de alguns municípios. Quanto a resultados desfavoráveis, somente identificou-se, na percepção de um dos agentes da SETUR, o fato de a Política beneficiar mais as regiões turísticas tradicionalmente conhecidas. Na percepção dos agentes dos circuitos, os principais resultados desfavoráveis são a falta de autonomia dos circuitos, o baixo orçamento da SETUR, a dificuldade de manutenção financeira e o maior apoio aos circuitos mais desenvolvidos. As dificuldades na execução da Política, segundo os agentes da SETUR, são a escassez de recursos e a falta de entendimento sobre as questões jurídicas do turismo. Na percepção dos agentes dos circuitos, as principais dificuldades estão relacionadas à sustentabilidade financeira e à falta de envolvimento e comprometimento dos associados com o circuito. Quanto às perspectivas com relação à Política, os agentes da SETUR esperam que os circuitos se tornem cada vez mais competitivos e que consigam atingir a sustentabilidade financeira. Os agentes dos circuitos acreditam na continuidade da Política, porém, esperam que os circuitos menores e sem tradição recebam maior apoio. No que se refere às determinações da Política, constatou-se que nem todos os circuitos estão atendendo, embora estejam certificados. Por fim, com relação à gestão dos circuitos a partir do ciclo PODC, contatou-se que somente a função direção não está sendo realizada e que as demais ainda carecem de maior profissionalização.
