This thesis aims to examine women's participation in the political arena, which is predominantly dominated by men occupying leadership positions, leaving women on the periphery of this landscape. The central focus of this research is to evaluate whether the implementation of gender quota policies has effectively contributed to gender equality by facilitating women's participation in politics, with the aim of addressing historically entrenched gender disparities in this space. To achieve this goal, theoretical definitions of gender and the role of women's movements in international organizations in promoting affirmative measures for achieving gender equity in the political sphere are explored.Furthermore, a historical account of the early Brazilian suffragettes who fought for the recognition of their citizenship rights, including the right to vote and stand for office, is provided, with a notable milestone being the consolidation of these rights in 1932 under the leadership of Bertha Lutz. Recent statistical data from the Superior Electoral Court is also examined to reveal the current status of women's participation in politics.Finally, a study on the institutionalization of gender quota laws in Brazil is conducted, emphasizing their implications and significance for women's inclusion in a political space historically dominated by men. The methodology employed includes a deductive approach based on qualitative and bibliographic research, involving consultation of relevant doctrines, articles, laws, and publications, as well as a quantitative approach through data collection from the Superior Electoral Court.The results indicate that despite two decades of gender quota policy adoption in the Brazilian electoral system, women's participation in the political sphere remains remarkably low. This suggests that gender quotas, as an affirmative action, have not effectively fulfilled their intended purpose of achieving gender equality in positions of power. Consequently, it is concluded that there is an urgent need to develop programs for women's inclusion in political life, accompanied by awareness efforts regarding the importance of their effective participation in this context.
