The objective of this research was to analyze the role of the Tutelary Council of Tubarao in the defense of the rights of children and adolescents with disabilities in the period from 2016 to 2019. To do so, use the method of exploratory nature, considering that there was none. prior knowledge of the researched agency's performance, in addition to conducting a survey of legal bases, electronic records and legal procedures. As for the approach, a research was qualitative, as there was data collection and analysis, such as the involvement of researchers with the research process. The procedure used for data collection is not allowed, but it was given through interviews with questionnaire applications previously prepared and applied to the collegiate of the Tutelary Council of Tubarao. The data analysis process was based on qualitative research, without which, with the information received by the Tutelary Council of Tubarao, it was carried out or the diagnosis of its performance. It was possible to verify that the performance of the Guardianship Council is considered not mandatory in the Statute of Children and Adolescents and is not relevant to the performance of the Guardianship Council of Tubarao, in the defense of the rights of children and adolescents, with alteration verified - if there is none a significant difference. in the methods of action among those who have or not disabilities, considering the municipal agency of isonomic action to all children and adolescents. However, depending on the specific case and the change, the guardianship counselors take peculiar measures in the referral of these children and adolescents. Keywords: Tubarao Tutelary Council.
