Resumo: This article analyzes the US foreign policy towards Cuba during the Barack Obama (2009–2017) and Donald Trump (2017–2020) governments, answering the question: what are the reasons for the differences between Obama’s and Trump’s governments approaches to Cuba? To this end, it is based in a comparative case study and in the theoretical approach of Helen Milner, explaining what interests, institutions and information affected the decision-making process. It is concluded that the correlation of the different pressures in the domestic sphere, added to the own reelection interests of the presidents, contributed to the formulation of the different government’s approaches.

Para eso, se utiliza el estudio de caso comparado y el enfoqueteórico de Helen Milner, que explica cuáles son los intereses, instituciones e información en la toma de decisiones. Se concluye que la correlación de las distintas presiones en el ámbito interno, sumado a los intereses de reelección de los presidentes, contribuyeron a los distintos enfoques de los gobiernos.Este artigo analisa a política externa estadunidense para Cuba durante os governos Barack Obama (2009–2017) e Donald Trump (2017–2020), buscando responder à pergunta: quais razões permitem compreender as diferenças na abordagem dos governos Obama e Trump em relação à Cuba? Para tanto, realiza-se um estudo de caso comparado e utiliza-se a abordagem teórica de Helen Milner, que explica quais são os interesses, as instituições e as informações que afetam o processo decisório.
