Responses to political demands in scientific research and in the third mission in specialized Higher Education institutions: comparative study between the Federal Technological University of Paraná, Brazil and the Polytechnic Institute of Bragança, Portugal

Resumo: | This research aims to understand the model conceived and the responses of two Higher Education institutions characterized as specialized, in Brazil, the Federal Technological University of Paraná (UFTPR), and in Portugal, the Polytechnic Institute of Bragança (IPB), in what concerns the policies developed for research and the third mission of the universities, the extension. The research corpus was composed of official documents and semi-structured interviews, carried out with Brazilian and Portuguese managers and politicians. Data were treated using the Content Analysis technique. It was found that UTFPR, in its idea, was designed with the characteristics of a specialized university. However, due to changes experienced in the political field, there was a departure from the characteristics conceived, possibly altering its model. The IPB remained faithful to the model conceived in its creation, conducting research directly linked to the territory, with economic impact on the region. It is concluded that the analyzed organizations responded in different ways to the implemented political demands. |

It is concluded that the analyzed organizations responded in different ways to the implemented political demands.Esta investigación tiene como objetivo comprender el modelo concebido y las respuestas de dos instituciones de Educación Superior (IES) caracterizadas como especializadas: en Brasil, la Universidad Tecnológica Federal de Paraná (UTFPR), y en Portugal, el Instituto Politécnico de Bragança (IPB), en lo que respecta a las políticas desarrolladas para la investigación y en la tercera misión de las universidades, la extensión. El corpus de investigación estuvo compuesto por documentos oficiales y entrevistas semiestructuradas, realizadas con directivos y políticos brasileños y portugueses. Los datos fueron tratados mediante la técnica de Análisis de Contenido categórico. Se encontró que la UTFPR, en su ideación, fue diseñada con las características de una universidad especializada. Sin embargo, debido a los cambios vividos en el campo político, se produjo un alejamiento de las características idealizadas, posiblemente cambiando su modelo. El IPB se mantuvo fiel al modelo concebido en su creación, realizando investigaciones directamente vinculadas al territorio, con impacto económico en la región. Se concluye que las organizaciones analizadas respondieron de diferentes formas a las demandas políticas implementadas.A presente pesquisa visa a compreender o modelo ideado e as respostas de duas Instituições de Ensino Superior (IES) caracterizadas como especializadas: no Brasil, a Universidade Tecnológica Federal do Paraná (UTFPR), e em Portugal, o Instituto Politécnico de Bragança (IPB), no que concerne às políticas desenvolvidas para pesquisa e na terceira missão das universidades, a extensão. O corpus de pesquisa foi composto por documentos oficiais e por entrevistas semiestruturadas, realizadas com gestores e com políticos brasileiros e portugueses. Os dados foram tratados por meio da técnica de Análise de Conteúdo categorial. Constatou-se que a UTFPR, no seu idear, foi concebida com características de uma universidade especializada. Entretanto, por mudanças experienciadas no campo político, houve um afastamento das características ideadas, possivelmente alterando seu modelo. O IPB manteve-se fiel ao modelo ideado na sua criação, realizando pesquisa diretamente vinculada ao território, com impacto econômico na região.
