Resumo: This paper aims to explain and analyze, from the perspective of the material and effective dimensions of fundamental social rights, questions that concern the relevance of security and trust for the social pact and, as a consequence, to the non-regression in the fundamental social rights in general and in the social security in particular. It reveals that, while the retrogression is not absolute, retrogression must be fully justified. The research is descriptive and explanatory, documentary-bibliographical.

Promovendo o aprofundamento investigativo, através de pesquisa descritivo-explicativa do tipo documental-bibliográfica, dedica-se a problemas analítico-conceituais das teorias dos direitos fundamentais.
