Proposal for the improvement of the portal transparency of the executive Government of Santa Catarina

Resumo: The purpose of this article is to provide guidelines for improving the data and public information transparency in the State of Santa Catarina, related to Education, through the Transparency Portal of the Executive Government. This is a descriptive and qualitative research, which uses an analysis model based on attributes of information quality. The population consisted of 61 information requests from 2019 based on the Access to Information Act (LAI). Using a documentary and content analysis, the specific results that 88% of the requests refer to Basic Education and 12% to Higher Education. Another classification showed that 58.8% are associated with "Provision of Services", 29.4% in "Institutional Information" and 11.8% in "Financial Management". Twenty-three content proposals were elaborated addressing aspects of relevance, reliability, language, presentation, timeliness and historical series, which are part of the dimensions usefulness, understandability and temporality of the analysis model. The proposals deal with organizational information, human resources, schools, the state university, as well as services, actions and results, expenses and the agreements and transfers of resources related to Education. They address general aspects, such as the general number of students, teachers and schools, but they also guide the availability in a particular way, such as content related to certain expenses of each school. The creation of the “Education” thematic page on the Portal to concentrate the content repertoire and facilitate access and directing to other pages and existing features on the Portal, applying education filters, consisted of a general improvement proposal.

Trata-se de uma pesquisa descritiva e qualitativa, que utilizou um modelo de análise baseado em atributos da qualidade da informação. A população consistiu em 61 pedidos de informação de 2019 da Lei de Acesso à Informação (LAI). Utilizando a análise documental e de conteúdo, os resultados mostraram que 88% dos pedidos se referem à Educação Básica e 12% ao Educação Superior. Outra classificação demonstrou que 58,8% estão associados a “Prestação de Serviços”, 29,4% em “Informações Institucionais” e 11,8% na “Gestão Financeira”. Foram elaboradas 23 proposições de conteúdo abordando aspectos da relevância, confiabilidade, linguagem, apresentação, tempestividade e série histórica, que fazem parte das dimensões utilidade, compreensibilidade e temporalidade do modelo de análise. As proposições tratam de informações organizacionais, de recursos humanos, das escolas, da universidade estadual, assim como de serviços, ações e resultados, despesas e os convênios e transferências de recursos relacionados à Educação. Abordam aspectos gerais, como o quantitativo geral de alunos, professores e escolas, mas também orientam a disponibilização de forma particularizada, como os conteúdos de cada escola.
