Processo de institucionalização de políticas públicas para a agricultura familiar no Brasil

This thesis was carried out with the objective of understanding how the institutionalizing process of family farm public policies in Brazil has taken place. Based on the institutional theory and the study of public policies, a qualitative qualitative research was carried out to understand how this process has been occurring. A documentary and bibliographical research was done using the content analysis method. The data were collected in Brazilian legislation and in letters, documents, speeches, pronouncements, articles, theses, books and dissertations related to the topic. The analysis included the formation of public policies and institutionalization as a process that occurs in an environment of contestation and conflict. The changes in the public policies related to family agriculture over time and the actions of the main actors involved and their articulations were described. The process of institutionalization of public policies for family agriculture in Brazil occurred over time in a conflictive way and marked by constant changes. These transformations changed the social order creating new scenarios that in turn altered these policies. This cycle of changes has been marked by the reaction and collective action of individuals who have inserted their demands into the Brazilian public agenda. It was noticed that the institutionalization of Brazilian public policies for family agriculture is a process under construction that was based on the transformations of policies of colonization, immigration, agrarian reform, rural labor, rural social security and assistance, rural credit, rural insurance and , technical assistance and rural extension. Thus, it is argued that the process of institutionalization of public policies for family agriculture in Brazil has received a great impact from the representativeness of rural workers that developed over time while a form of claiming rights was solidified.
