Democracy and active citizenship in Brazil: a critical analysis in the ligtht of Giovanni Sartori’s democratic theory

Resumo: The purpose of this article is to make a brief exposition on Giovanni Sartori’s main pillars, concepts, tools and distinctions about democracy and, in particular, what he considered as possible and ideal democracy, based on his parameters or tools that would make it concrete as well as the bonds between democracy and citizenship in its concrete state, since it remains associated with the discussion about the virtualities and perspectives of democratic consolidation in Brazil. Moreover, it is mandatory to discuss the importance of implementing the mechanisms of direct democracy provided for in the 1988 Constitution, such as the referendum, the plebiscite and the popular initiative, as forms of political participation that complement the mechanisms of representative democracy. The theme is relevant as it involves the attempt to make citizenship concrete and the evaluation of whether our democracy is ideal or possible in this light or even how democratic it would be before the models and concepts of classical doctrine. Therefore, we conducted a literature review about the theme analyzing the classic democratic theory by Giovanni Sartori, among others, and its connection to the concretization of citizenship. Therefore, we applied the deductive approach method, together with the bibliographical research technique, through the doctrinal analysis on the subject. Keywords: Democracy. Citizenship. Brazilian. Democratic theoriesO objetivo deste artigo é fazer uma breve exposição sobre os principais pilares, conceitos, ferramentas e distinções de Giovanni Sartori acerca da democracia, em especial, o que é considerado por ele democracia possível e ideal, balizadas por seus parametros ou ferramentas que levariam essa a concretude, bem como o liame que liga a democracia à cidadania em seu estado concreto, uma vez que essa permanece associada à discussão sobre as virtualidades e perspectivas da consolidação democrática no Brasil. Além disso, de cogente exposição é a discussão acerca da importância da implementação dos mecanismos de democracia direta previstos na Constituição de 1988, tais como o referendo, o plebiscito e a iniciativa popular, como formas de participação política que complementem os mecanismos de democracia representativa e cidadania ativa. A relevância do tema se apoia no aspecto da busca pela concreção da cidadania e na avaliação se nossa democracia se encontra no plano ideal ou possível nesse prisma ou mesmo o quão democrática ela seria ante os modelos e conceitos da doutrina clássica. Para tanto nos valemos da revisão bibliografica acerca do tema, analisando a teoria classica democratica de Giovanni Sartori e outras, e sua vinculação à concreção da cidadania. Para tanto, aplicamos o método de abor­dagem dedutivo, em conjunto com a técnica de pesquisa bibliográfica, por meio da análise doutrinária sobre o tema. Palavras-chave: Democracia. Cidadania.
