Resumo: | The basic characteristics and limitations of different typesof Blue Finance are analyzed in this paper. Ocean-basedproductive activities make a fundamental contributionto the global economy. They are an economic pillar ofmany countries. These activities - fishing, aquaculture,maritime transport, coastal and marine tourism, explora-tion and production of oil and gas, among others – have,however, negative effects on coastal and marine ecosys-tems. Thus, it has become necessary to look through adifferent focus these economic activities. The Blue Eco-nomy represents this new approach. It contemplates thecarrying out of economic activities based upon the oceansin a sustainable way, ensuring economic efficiency, withsocial inclusion and the maintenance of the health of thecoastal and marine ecosystems. Nevertheless, the transi-tion to the Blue Economy requires funding contributions,included into the Blue Finance. Under this perspective,different actions in sectors of the ocean-based economyrequire investments. They will vary from alternatives pri-marily aimed at environmental and social outcomes tothose directed to an environmental performance combi-ned with financial returns. In order to guide the allo-cation of resources under the Blue Finance, a series ofprinciples have been developed to motivate investors tosupport projects suitable for a Blue Economy perspective.However, there is a limited number of studies evaluatingthese principles and actual experiments of Blue Finance.This paper contributes to reduce this gap in current kno-wledge, highlighting potentiality and constraints of al-ternatives financial instruments. Our analysis shows thatwe still have a long journey towards the establishment ofa solid Blue Finance arrangement towards a sustainableuse of our oceans. |
