Determinant Factors of the Implementation of the Balanced Scorecard in Portugal: empirical evidence in public and private organizations

Resumo: | In this article we aim to identify and analyze aset of variables that can potentially influencethe adoption of the Balanced Scorecard (BSC)in Portugal. Hypotheses were tested using dataobtained from a questionnaire sent to 591publicly-owned organizations (local governments,municipal corporations and hospitals) and 549privately-owned organizations (large companiesand small and medium enterprises) in Portugal,with an overall response rate of 31.3%. The resultsallow us to conclude that although the majorityof respondents claimed to know the BSC, itsuse in Portugal is still limited and very recent,particularly in the public sector organizations.However, it should be noted that its use hasincreased in Portugal in recent years. Usingas theoretical framework the contingencyand institutional theories, we found thatdecentralization, vertical differentiation and thedegree of higher education are associated withthe implementation of the BSC. |

Las hipótesis se probaronutilizando el conjunto de datos obtenidos a partirde un cuestionario enviado a 591 organizacionespúblicas (ayuntamientos, empresas municipales eintermunicipales y hospitales) y 549 organizacionesprivadas (grandes empresas y pequeñas, y medianasempresas) que operan en Portugal, con una tasa derespuesta total del 31,3%. Los resultados obtenidosnos permiten concluir que aunque la mayoría delos encuestados ha afirmado conocer el CMI, suuso en Portugal es aún reducido y muy reciente,principalmente en el caso de las organizacionespertenecientes al sector público. Sin embargo,conviene señalar que en los últimos años se haregistrado un aumento del uso del CMI en Portugal.Utilizando como enfoque teórico las teorías decontingencia e institucional, comprobamos quela descentralización, la diferenciación vertical y elgrado de formación superior son factores que estánasociados a la implementación del CMI.Este artigo pretende identificar e analisar umconjunto de variáveis que podem potencialmenteinfluenciar a adoção do Balanced Scorecard(BSC) em Portugal. As hipóteses definidas foramtestadas utilizando dados obtidos a partir de umquestionário enviado a 591 organizações públicas(câmaras municipais, empresas municipais eintermunicipais e hospitais) e 549 organizaçõesprivadas (grandes empresas e pequenas e médiasempresas) que operam em Portugal, com umataxa de resposta total de 31,3%. Os resultadospermitem concluir que, embora a maioria dosentrevistados tenha afirmado conhecer o BSC,sua utilização em Portugal é ainda limitada emuito recente, particularmente nas organizaçõesdo setor público. Deve-se notar, no entanto,que sua utilização tem aumentado em Portugalnos últimos anos.
