The Value of the Intangible in Institutions of Higher Education: a focus on human capital

Resumo: Higher Education Institutions (HEI) are making an effort to maintain their position on the marketplace within today’s competitive environment. In this context, it is understood the necessity to attribute more value to teaching staff, through the use of relevant resources in intangibles assets. Therefore, it is natural that organizations shall begin to develop policies for Intellectual Capital management, what is to say of its Human Capital. Thus, it was decided to carry out this research with the purpose of surveying about Human Capital management in public and private HEI in Fortaleza. This research is qualitative, and is characterized as an exploratory description, beginning with a desk research study, followed by a survey research with interview and questionnaire applied. The results of this research, indicates that the considerations of majority of HEI managers about the importance to Human Capital and to the correct method to measure the return of investments on it. In despite of these facts, the actual policies adopted by HEI do not consider concrete actions to define the criteria that could enable the Human Capital management.Key-words: Human capital. Intellectual capital. Higher education institutions (HEI).En el actual panorama competitivo, las Instituciones de Enseñanza Superior (IES) buscan obstinadamente mantener su lugar en el mercado. En ese contexto, se entiende que es preciso valorizar cada vez más el cuerpo docente por la asignación de recursos relevantes para activos intangibles. De forma que es natural que las organizaciones empiecen a desarrollar políticas de gestión del Capital Intelectual, específicamente de su Capital Humano. Se decidió realizar una investigación con la finalidad de analizar la gestión del Capital Humano en las IES públicas y privadas localizadas en Fortaleza. Esta investigación es de naturaleza cualitativa y tipificada como exploratoria descriptiva, iniciándose con una investigación tipo desk research, seguida de una investigación tipo survey, con entrevista y aplicación de cuestionario. Los resultados de la investigación demuestran la unanimidad entre los gestores de las IES sobre la importancia de invertir en Capital Humano y de la necesidad de un método que señale el retorno de las inversiones. A pesar de esta realidad, las actuales políticas de las IES todavía no contemplan acciones concretas dirigidas a la definición de criterios que viabilicen la administración del Capital Humano.Palabras clave: Capital humano. Capital intelectual. Instituciones de enseñanza superior (IES).No atual cenário competitivo, as Instituições de Ensino Superior (IES) buscam acirradamente manter seu lugar no mercado. Nesse contexto, entende-se que o corpo docente deve ser cada vez mais valorizado, verificando-se a alocação de recursos relevantes em ativos intangíveis. Assim, é natural que as organizações comecem a desenvolver políticas de gestão do Capital Intelectual, mais especificamente do seu Capital Humano. Assim, decidiu-se pela elaboração de pesquisa com o objetivo de realizar levantamento sobre a gestão do Capital Humano nas IES públicas e privadas localizadas em Fortaleza. Esta pesquisa tem natureza qualitativa, e é tipificada como exploratória descritiva, iniciando-se por uma pesquisa do tipo desk research, seguida de uma pesquisa do tipo survey, com entrevista e aplicação de questionário. Os resultados da pesquisa demonstram a unanimidade dos gestores das IES quanto à importância de investimentos no Capital Humano, bem como a necessidade de um método que aponte o retorno dos investimentos. Apesar dessa realidade, as atuais políticas das IES ainda não contemplam ações concretas voltadas para a definição de critérios que viabilizem o gerenciamento do Capital Humano.
