Human Capital Management: comparison in the location of softwares of human capital management among the countries Brazil, Argentina and Mexico

Resumo: The area of staff administration has initiated inside of the organizations a process that today is the great focus of investments in the search of market competitiveness so tough in times of strong globalization, the human capital management. For some time, the organizations have already realized that the differential to be competitive is not in what is produced but in the people who make this process a reality. As the age of the knowledge is currently lived, software of human capital management came to improve the management of these human resources, enabling a more agile dissemination process. As much as the fast expansion of software, the companies have extended to several regions of the planet, which generates the demand of having appropriate software to the local conventions, whether localized it or not. Software localization is an area of recent studies, but has investments research centers by multinational. As general objective of this research, it was sought the comparison of the main pertinent information from the area of personnel management between Brazil, Argentina and Mexico, for the localization of human capital management, so to form and to inspire other researchers to explore this subject in other areas of Administration. The research used the comparative method. As for the objectives it can be classified as descriptive and exploratory; as for the procedures it can be classified as bibliographic and documentary; and as for the approaching of the problem, it can be classified as quantitative and qualitative. Structured questionnaires were applied in companies of Argentina and Mexico, and the analysis of the results showed that it was possible to identify which are the areas of performance of higher adhesion in these countries, and mainly which is the information of greater and minor adhesion for the localization of Brazilian software. The use percentage of current software of human resources, as well as the presentation of the most indicated in the research software, complements the analysis of the results. Finally, it was concluded that is possible to bring to reality the integrated management of all organizational information among others countries, mainly with Argentina, Mexico and Brazil.Key words: Personnel management. En el área de administración de personal de las organizaciones se inició un proceso que hoy es el centro de las inversiones en busca de la competitividad de mercado, tan disputada en tiempos de intensa globalización: la gestión del capital humano. Desde hace algún tiempo, las organizaciones comprendieron que para tener competitividad, el factor diferencial no está en lo que se produce, sino en las personas que hacen realidad este proceso. Como actualmente se vive en la era del conocimiento, los softwares de gestión del capital humano llegaron para potenciar la gestión de los recursos humanos, haciendo más ágil el proceso de difusión.  Esta investigación tuvo por finalidad comparar las principales informaciones pertinentes al área de administración de personal entre Brasil, Argentina y México, para la localización de un software de gestión de capital humano y de esta forma inspirar a otros investigadores, a que exploren este tema en otras áreas de la Administración. En esta investigación se utilizó el método comparativo. En cuanto a los objetivos puede clasificarse como descriptiva y exploratoria; en cuanto a los procedimientos puede clasificarse como bibliográfica y documental y en cuanto al enfoque del problema, puede clasificarse como cuantitativa y cualitativa.  Se aplicaron cuestionarios estructurados en empresas de Argentina y México, y el análisis de los resultados permitió identificar cuales son las áreas de actuación con más adhesión en estos países y principalmente cuales son las informaciones con mayor o menor adhesión para la localización de los softwares brasileños. El porcentual de utilización de los actuales softwares de recursos humanos, así como la presentación de los softwares más adecuados para la investigación, complementan el análisis de los resultados. Finalmente, se concluyó que es posible hacer realidad la gestión integrada de todas las informaciones organizacionales de diversos países, principalmente entre Argentina, México y Brasil.Palabras clave: Administración de personal. A área de administração de pessoal iniciou, dentro das organizações, um processo que hoje é o grande foco dos investimentos na busca da competitividade de mercado, tão acirrada em tempos de forte globalização, que é a gestão do capital humano. Há algum tempo, as organizações já perceberam que o diferencial para ser competitivo não está no que se produz e sim nas pessoas que tornam tal processo uma realidade. Como se vive atualmente a era do conhecimento, os softwares de gestão do capital humano vieram para potencializar a gestão desses recursos humanos, tornando mais ágil o processo de disseminação. Tanto quanto a veloz expansão dos softwares, as empresas se estenderam para diversas regiões do planeta, o que gera a demanda de ter um software adequado às convenções locais, seja ele localizado ou não. A localização de software é uma área de estudos recentes, mas já conta com investimentos em centros de pesquisas por parte de transnacionais. Como objetivo geral da presente pesquisa, buscou-se comparar as principais informações pertinentes à área de administração de pessoal entre Brasil, Argentina e México, para a Localização de um software de gestão do capital humano, e dessa formar e inspirar outros pesquisadores a explorarem este assunto em outras áreas da Administração. A pesquisa utilizou o método comparativo. Quanto aos objetivos pode ser classificada como descritiva e exploratória; quanto aos procedimentos pode ser classificada como bibliográfica e documental; e quanto à abordagem do problema, pode ser classificada como quantitativa e qualitativa. Foram aplicados questionários estruturados em empresas da Argentina e do México, e a análise dos resultados permitiu que fosse possível identificar quais são as áreas de atuação de maior aderência nesses países, e principalmente quais são as informações de maior e menor aderência para a localização dos softwares brasileiros. O percentual de utilização dos atuais software de recursos humanos, bem como a apresentação dos softwares mais indicados na pesquisa, complementam a análise dos resultados. Por fim, concluiu-se que é possível tornar realidade a gestão integrada de todas as informações organizacionais entre outros países, principalmente com a Argentina, o México e o Brasil.Palavras-chave: Adminstração de pessoal.
