Resumo: | This paper analyses the struggle for the control of military recruitment in Brazil and the US during the American Civil War (1861-65) and the Triple Alliance War (1864-70). Particular reference will be given to the issues of state power and local resistance. I will analyze the conflict between the voluntary and the bureaucratic conceptions related to the discussion on military recruitment during each war period. Special importance will be given to the conflicts over the transfer of local troops to the control of the army. My hypothesis is that both cases did not distinguish in terms of the processes that led to the expansion of the central power and its interference over local loyalties that had been previously established. |

Enfatizo as questões ligadas ao poder do Estado e à resistência local. Examino os conflitos entre as concepções voluntária e burocrática que nortearam a discussão sobre o recrutamento militar durante as guerras, atribuindo importância particular aos conflitos que envolveram transferência de forças locais para o controle do Exército.
