Resumo: The article purpose analising the meanings attributed to notions as experience, science and law on the manuals published during the 30s and also its implications to the police reorganization . These manuals aimed foccusing daily police problems through the emphazis on knowledge of practices and scentific tecnics. The author examine very important debates and issues which preceded and oriented the police civil's reform directions, as well as the role it played in a reinterpretation of police practices. The "police-citizen" image - associated with authoritarian state and national representations - articuling the experience acquired by the policemen on the streets with the tecnical training, is publicized and popularized on magazines and manuals.

A autora examina os principais debates e questões que antecederam a discussão de alguns projetos de reforma da instituição e orientaram a reinterpretação das ações policiais. A figura do policial-cidadão ' associada a outras imagens que exaltavam a organicidade do Estado e da Nação ' munido dos ensinamentos "científicos" mas, sobretudo exercitando conhecimentos apreendidos de maneira subjetiva nas ruas e nos distritos policiais, se manifesta através da publicação de periódicos e de manuais destinados a organização e formação técnica e 'cívica' de seus pares.
