Resumo: The result of a bibliographical research, this article deals with the development and vicissitudes of urban workers in Brazil, and with their relationships with the State. Covering a period starting from the final decade of the last century and reaching our time, the study especially emphasizes the significant role played by trade unions in the organization of urban working classes, and also in their relationship with State's institutions and authorities.

Este trabalho visa descrever as relações entre Estado e trabalhadores urbanos, bem como apresentar a análise de diversos autores quanto às diferentes manifestações que essas relações foram assumindo, segundo as transformações no caráter do Estado. Para efeito de organização, o texto está subdividido em quatro grandes períodos históricos, de acordo com as características mais marcantes de cada um, o que não significa que os limites entre eles sejam nitidamente definidos. Trabalho mais descritivo do que analítico, nele focalizamos com maior ênfase o papel dos sindicatos nessa relação, por ser este tipo de organização a mais representativa nos movimentos dos trabalhadores urbanos em suas relações com o Estado.
