The possibilities of social control of public policies

Resumo: From the experience acquired leading programs of extended coverage for health services during 15 years, the author selects the components which support his viewpoint about the possibilities of social control over public policies. He argues that, to complete the democratic transition Brazilian society is now going through, it not enough to combine objective conditions, defined by the present stage of social and economic development, with the claims for political change coming from large sectors of the people. It is also necessary to overcome the technocratic power and to democratize the infra-institutional relationships through the action of civil servants organically linked with popular forces through political parties and professional associations. Only in this way will it be possible to break the bureaucratic chains that articulate minor group interest and state power and keep political decision-making ou of social control. Several efforts to establish participative administrations within the health sector are described and their importance is emphasized.

Sugestão para democratizar as instituições, de modo a não substituir o dissenso por práticas de dominação, exclusão ou manipulação, mas explicitá-lo e submetê-lo à discussão pública sob a mediação de organizações políticas - os partidos.
