Resumo: Despite the current neoliberalist context, there is a relative consensus about the State’s role in improving the quality of life in the cities and in reducing inequities in the access to urban facilities and in their quality. This paper analyzes a case study of power facilities which were managed, from their beginning, by the local government of a medium sized Brazilian city. Based on the concept of public services and on network theory, this paper discussesthe trends and perspectives of this case, in the new institutional framework, which involves several public, private and social actors.

Este artigo analisa o caso de uma cidade brasileira de médio porte que, desde seu início, se organizou de forma municipalizada para a geração e fornecimento de energia elétrica.
