Resumo: This article discusses new organizational alternatives for the development of elites in the public sector. After a preliminary discussion of the conflict between loyalty vs competence in the corporate culture of public institution, several training and structural alternatives for enhancing the level of organizational oxygenation are proposed. In the case of Brazil, the existence of a relatively developed higher education systems suggests that Training and Development units should be less concerned with technical and managerial tasks. What government needs are actions and institutions geared to the development of cultural and ethic systems constantly reminding the manager and the administrative elite of their role as statemen, not a foremen.

A preparação de quadros dirigentes e o estabelecimento de mecanismos que assegurem os postos-chave de uma Nação às suas elites é uma constante na história dos povos. O grau de permanência, rotatividade ou transitoriedade das elites dirigentes varia em função de inúmeros fatores não necessariamente relacionados com a competência técnica ou com a formação profissional. Mesmo dentro das camadas que constituem as elites sociais, o comando da máquina pública costuma experimentar certo grau de rotatividade.
