Resumo:  The author tries to establish a comparison between the present Constitution and the ones which preceded it, especially as concerns the municipalities and the Regiões Metropolitanas - RM (Metropolitam Districts). He also stresses the significant popular participation in the writing of the new Constitution. His analysis of the above-mentioned municipalities is rather perfunctory, based upon a short historical review which covers the period from Brazilian colonial days to present times. As to the analysis of the RM, he counts on their institution and underlines their evolution, in terms of the new Constitution's context. The article also points out that municipalities gained strength with the constitutional discussion, thus being revigorated the idea of federalism, although the consolidation of municipal autonomy is still to be fought, in order to become effective. As to the RM, no great changes occurred, exception made of the right ascribed to he member-states of instituting them.
