Resumo: This thesis has a historical and an analytical purpose. Its historical objective is to demonstrate the way in which a party of left-wing origins arrives to the key economic policy decision-making posts of a state that had been institutionally shaped by the liberal reforms of the 1990s, when certain consensus was built on how the state operates macroeconomics. This arrival is marked by a careful strategy of signaling the maintenance of the macroeconomic pillars and by a subsequent gradual shift of the economic ideas that guide economic policy makers (2005-2006), when the pattern of macroeconomic response inherited from the previous government begins to change gradually as these alternative economic ideas (on the role of the State and on public investments) gain space within the government: First, they dispute certain diagnoses, then gain some space in the public debate, and finally, a decisive movement, gain space within organs with formal decision-making power and veto and rescue a vision with traces of what I called a Keynesian-developmental consensus. The analytical purpose is to demonstrate the impact of policymakers' economic ideas on policy trajectory. Through a case study of a decision-making conflict on fiscal policy I tried to demonstrate the hypothesis that the inflection towards an expansionary fiscal policy through the expansion of public investments can not be explained only in response to changes of external conjuncture and / or class pressures or interest groups. The way policymakers read reality, frame problems and elaborate practical answers to them (based on certain normative parameters, their “economic ideas”) has a significant explanatory weight on the decisions taken and, consequently, on the state institutional arrangement that operates the macroeconomic policy. Without neglecting the weight of "interests" and the configuration that capitalism has taken in Brazil, I sought to rescue the role of decision-makers and to explore the possible analytical gains of the so called “ideational turn” or “discursive institutionalism”, an approach centered on the relationship between politics, policy decision and the ideas.

Seu objetivo, do ponto de vista histórico, é demonstrar a maneira como ocorreu no Brasil a chegada de um partido de origens de esquerda ao postos-chave de decisão de política econômica de um Estado que fora moldado institucionalmente pelas reformas liberais dos anos 1990, quando se construíram determinados consensos sobre o modo de o Estado operar a macroeconomia. Essa reconstrução histórica aborda brevemente a montagem dos “mecanismos institucionais” do desenvolvimentismo autoritário pós-64, passando pela falência daquele modelo e pela virada liberal dos anos 1980 e 1990, quando se gesta um plano de estabilização que recoloca o país nos fluxos internacionais de capitais e se hegemoniza uma determinada racionalidade macroeconômica. O momento privilegiado na análise é o da chegada do Partido dos Trabalhadores à Presidência da República, momento marcado por uma estratégia cuidadosa de sinalizar a manutenção dos pilares macroeconômicos, e o posterior movimento gradual de inflexão das ideias econômicas orientadoras dos decisores da política econômica. Mostra-se que em 2005-2006 o padrão de resposta macroeconômica herdado do governo anterior começa a se modificar paulatinamente à medida que essas ideias econômicas alternativas (sobre o papel do Estado e dos investimentos públicos) passam a ganhar espaço dentro do governo: Primeiro, disputam certos diagnósticos, depois ganham certo espaço no debate público e, por fim, movimento que foi decisivo, ganham espaço dentro de órgãos com poder formal de decisão e de veto e resgatam uma visão com traços daquilo a que chamei de consenso keynesiano-desenvolvimentista. Para além do interesse histórico tal reconstrução tem um propósito analítico: À luz da vertente da ciência política denominada “virada ideacional” ou “institucionalismo discursivo”, meu objetivo foi demonstrar o impacto das ideias dos decisores na trajetória das políticas. Por meio de um estudo de caso de um conflito decisório sobre política fiscal ocorrido na Câmara de Política Econômica, procurei demonstrar a hipótese de que a inflexão em direção a uma política fiscal expansionista via ampliação dos investimentos públicos não pode ser explicada apenas como resposta a mudanças de conjuntura externa e/ou pressões de classe ou grupos de interesse. A maneira com que os policymakers leem a realidade, enquadram os problemas e elaboram respostas práticas a eles (com base em determinados parâmetros normativos), ao que chamei ao longo do trabalho de ideias econômicas, possui um significativo peso explicativo sobre as decisões tomadas e, por consequente, sobre o próprio arranjo institucional estatal que opera a política macroeconômica. Sem desconsiderar o peso dos “interesses” e a configuração que o capitalismo tomou no Brasil, busquei resgatar o papel exercido pelos agentes decisores e explorar os possíveis ganhos analíticos de uma description This thesis has a historical and an analytical purpose. Its historical objective is to demonstrate the way in which a party of left-wing origins arrives to the key economic policy decision-making posts of a state that had been institutionally shaped by the liberal reforms of the 1990s, when certain consensus was built on how the state operates macroeconomics. This arrival is marked by a careful strategy of signaling the maintenance of the macroeconomic pillars and by a subsequent gradual shift of the economic ideas that guide economic policy makers (2005-2006), when the pattern of macroeconomic response inherited from the previous government begins to change gradually as these alternative economic ideas (on the role of the State and on public investments) gain space within the government: First, they dispute certain diagnoses, then gain some space in the public debate, and finally, a decisive movement, gain space within organs with formal decision-making power and veto and rescue a vision with traces of what I called a Keynesian-developmental consensus. The analytical purpose is to demonstrate the impact of policymakers' economic ideas on policy trajectory. Through a case study of a decision-making conflict on fiscal policy I tried to demonstrate the hypothesis that the inflection towards an expansionary fiscal policy through the expansion of public investments can not be explained only in response to changes of external conjuncture and / or class pressures or interest groups. The way policymakers read reality, frame problems and elaborate practical answers to them (based on certain normative parameters, their “economic ideas”) has a significant explanatory weight on the decisions taken and, consequently, on the state institutional arrangement that operates the macroeconomic policy. Without neglecting the weight of "interests" and the configuration that capitalism has taken in Brazil, I sought to rescue the role of decision-makers and to explore the possible analytical gains of the so called “ideational turn” or “discursive institutionalism”, an approach centered on the relationship between politics, policy decision and the ideas.
