Violation of the right to education:: school inclusion and specialized educational demands from Venezuelan migrant children and adolescents

Resumo: The purpose of this article is to discuss the education of Venezuelan migrants in Brazil. The main objective is to analyze the specialized educational demands of Venezuelan migrants as they integrate into the Brazilian educational system. The specific objectives are: contextualizing Venezuelan migration to Brazil; presenting Venezuelan migrant children and adolescents' school integration in Brazil; and analyzing Venezuelan migrant children and adolescents' specialized educational requirements within Brazilian educational systems. This study posed the following research question: given the Venezuelan migrant flow into Brazil as well as the guarantee of the universal right to education, what are the specialized educational requirements of Venezuelan migrants as they integrate into the Brazilian educational system? We started from the hypothesis that the peculiarities of the Venezuelan migratory flow – which includes original peoples of various ethnicities, such as Warao, Pemon, Eñepá, Kariña, and Wayuú – demand specialized school actions, through differentiated pedagogical practices, which respect their cultures and ways of life, and promote an intercultural education. Bibliographic and documentary research techniques were used along with the deductive approach and the monographic procedure method. Results indicated that the Brazilian education system neglected the special educational needs of Venezuelan migrants and their children.

Tiene por objetivo general analizar las demandas educativas especializadas de los niños, niñas y adolescentes migrantes venezolanos en lo proceso de inclusión en el sistema educativo brasileño. En cuanto a los objetivos específicos, son estos: contextualizar la migración venezolana hacia Brasil; presentar la inclusión escolar de niños, niñas y adolescentes migrantes venezolanos en Brasil; y analizar las demandas educativas especializadas de los niños, niñas y adolescentes migrantes venezolanos, en el sistema educativo brasileño. El problema de investigación formulado fue el siguiente: considerando el flujo venezolano hacia Brasil, así como la garantía del derecho universal a la educación, ¿cuáles son las demandas educativas especializadas de los niños, niñas y adolescentes migrantes venezolanos, en lo proceso de inclusión en el sistema educativo brasileño? Se partió de la hipótesis de que las peculiaridades de la conformación del flujo migratorio venezolano – que incluye pueblos originarios de diversas etnias, como Warao, Pemón, Eñepá, Kariña y Wayuú – demandan acciones escolares especializadas, a través de prácticas pedagógicas diferenciadas, que respeten sus culturas y formas de vida, y promuevan la educación intercultural. Fueran utilizados el método de enfoque deductivo, el método de procedimiento monográfico y las técnicas de investigación bibliográfica y documental. Los resultados revelaron que la educación en Brasil ha desatendido las necesidades educativas especializadas de los niños, niñas y adolescentes migrantes venezolanos, pertenecientes a comunidades indígenas.Este artigo trata da educação de migrantes venezuelanos no Brasil. Tem por objetivo geral analisar quais as demandas educacionais especializadas das crianças e dos adolescentes migrantes venezuelanos, no processo de inclusão no sistema educacional brasileiro. Quanto aos objetivos específicos, são estes: contextualizar a migração venezuelana para o Brasil; apresentar a inclusão escolar de crianças e adolescentes migrantes venezuelanos, no Brasil; e analisar as demandas educacionais especializadas de crianças e adolescentes migrantes venezuelanos, no sistema educacional brasileiro. O problema de pesquisa formulado foi o seguinte: considerando o fluxo venezuelano para o Brasil, bem como a garantia do direito universal à educação, quais as demandas educacionais especializadas de crianças e adolescentes migrantes venezuelanos, no processo de inclusão no sistema educacional brasileiro?
