Reflections on organization and management in vocational and technological education: an analysis of historical and sociological elements

The present study aims to discuss the organization and management of professional and technological education (PTE), addressing some of the historical, social and legal developments for the achievement of democratic management in the educational context of PTE. To this end, we analyzed the school management processes and the patrimonialist and managerial influences that occurred in the Brazilian historical context; Later, we describe the political-ideological foundations of the school's administrative organization, focusing on the relations between pedagogical, administrative and human resources management and the importance of these for social transformation; And finally, we approach the historical-political and legal elements of the democratic process in the school context and the existing barriers to legitimation of democratic management as a guiding principle of educational practices and school organization, with a focus on PTE. The methodology used was the bibliographic and documentary review, with qualitative approach of a descriptive-reflective character, based on authors such as Coutinho (2006), Fernandes (2006), Grabowski (2014), Gramsci (2007), Paro (2012) and Souza (2009). The conclusions showed that school management is influenced by historical, economic and political-ideological aspects, in which the dominant class as a mechanism of social conformation, resulting in the realization of a formal and aesthetic democratic management, with a distorted view of the democratic principles necessary for social transformation in the school space. It was also concluded that the overcoming of these traditional conceptions will be based on the reflection of these elements in their social practice, seeking to provide considerations and suggestions to implement a school management thatachieves social transformation.
