Interface of the Cervical Cancer Care in the Health Economic and Industrial Complex

Resumo: Introduction: Cervical cancer care involves health and development. Objective: The objective of this study was to analyze the interfaces among the clinic, the health economic and industrial complex, and the organization of the services at the Unified Health System level, through treatment and follow up of cervical cancer precursor lesions. Method: Exploratory research with descriptive imprint. Documental research techniques were used to identify the interface of cervical cancer within the economic and industrial health complex, and techniques of collection and quantitative analysis of secondary data from public domain information systems published on the internet were used to map the group of medical and hospital equipment industries. Results: There is a strong sector interdependency between the industrial section and the provision of services in relation to treatment and follow up of precursor lesions. It was observed that the Brazilian industry is strongly present in the medical and hospital equipment studied whose set of inputs and accessories are connected to operation and consequently favors the dependency relationship between buyer and supplier. Conclusion: The expansion of the actions related to cervical cancer care, in all levels of complexity, can push the industrial development as well as the national innovation strategy since each service provided corresponds to a good. On the other hand, a productive and technological dependency is established, which places a serious structural obstacle to the expansion of cervical cancer actions.

Objetivo: Analizar las ligaciones existentes entre la clínica, el complejo económico industrial de salud y la organización de los servicios en el ámbito del Sistema Único de Salud, utilizando como referencia el tratamiento y seguimiento de las lesiones precursoras del cáncer del cuello del útero. Método: Estudio exploratorio de carácter descriptivo. Para identificar la interfaz del cáncer del cuello del útero en el complejo económico industrial de la salud se utilizaron las técnicas de estudio documental, y para mapear el conjunto de industrias de equipamientos médico hospitalarios, han sido privilegiadas las técnicas de recogida y análisis cuantitativa de datos secundarios de los sistemas de informaciones de dominio publico divulgados en internet. Resultados: Hay una fuerte interdependencia sectorial entre el segmento industrial y de prestación de servicios en relación al tratamiento y seguimiento de las lesiones precursoras. En los equipamientos médicos hospitalarios estudiados fue observada fuerte presencia de la industria brasileña, y que poseen un conjunto de insumos/accesorios interconectados al funcionamiento y consecuentemente favorecen la relación de dependencia entre el comprador y el proveedor. Conclusión: La expansión de las acciones del cuidado del cáncer del cuello del útero, en todos los niveles de complejidad, puede alzar el desarrollo industrial y la estrategia nacional de innovación, una vez que cada servicio realizado corresponde a un bien. Por otro lado, una dependencia productiva y tecnológica se establece y pone un serio obstáculo estructural a la expansión de las acciones de ese tipo de cáncer.  Introdução: O cuidado do câncer do colo do útero envolve saúde e desenvolvimento. Objetivo: Analisar as interfaces existentes entre a clínica, o complexo econômico-industrial da saúde e a organização dos serviços no âmbito do Sistema Único de Saúde, utilizando como caso o tratamento e acompanhamento das lesões precursoras do câncer do colo do útero. Método: Pesquisa exploratória de cunho descritivo. Para identificar a interface do câncer do colo do útero no complexo econômico industrial da saúde, utilizaram-se as técnicas de pesquisa documental e, para mapear o conjunto de indústrias de equipamentos médico-hospitalares, foram privilegiadas as técnicas de coleta e análise quantitativa de dados secundários de sistemas de informações de domínio público divulgados na Internet. Resultados: Há forte interdependência setorial entre o segmento industrial e de prestação de serviços em relação ao tratamento/ acompanhamento das lesões precursoras. Nos equipamentos médicos hospitalares estudados, foi observada forte presença da indústria brasileira, e que possuem um conjunto de insumos/acessórios atrelados ao funcionamento, que favorecem a relação de dependência entre comprador e fornecedor. Conclusão: A expansão das ações do cuidado do câncer do colo do útero, em todos os níveis de complexidade, pode alavancar o desenvolvimento industrial e a estratégia nacional de inovação, uma vez que cada serviço prestado corresponde a um bem.
