Moral and Civic Education at the Grupo Escolar Dom Benevides in Mariana/MG (1969-1975)

Resumo: This research outlines the presence and practices of the school subject Moral and Civic Education (EMC) in the Elementary School Dom Benevides, at Mariana/Minas Gerais (MG), as put forward by the 1969 legal document Decreto-Lei nº 869. Whilst outlining the education during the civil-military dictatorship period, it was explored the legal trajectory followed in the inclusion of EMC as a compulsory subject for elementary and middle school. The focus was placed on documents in the technical acquis of Dom Benevides School, particularly on the Teacher’s Minutes Book (1970-1975). In it, there are records of educational practices, school daily activities and actions prevented by school management about the course. The source of information chosen herein allowed the identification of processes and difficulties in the implementation of this subject; considering, on the one hand, the legal proposal and, on the other hand, school restrictions, such as the (dis)satisfaction of local teachers when faced with yet another task, which results in either resignation or opposition. It was concluded that enforcing the EMC subject, as imposed by law, happened side-by-side with the celebration of civic dates that invaded school limits, which caused civism and patriotism to reach local citizens. Research results increase institutional particularities developed between institution members and their local society.

Research results increase institutional particularities developed between institution members and their local society.Este estudio objetiva delinear la presencia y las prácticas de la disciplina de Educación Moral y Cívica (EMC) en el Grupo Escolar Dom Benevides, en Mariana/Minas Gerais (MG), en consonancia con el Decreto-Ley n.º 869, de 1969. Al delinear la educación practicada en el período de la dictadura civil-militar, insertamos la trayectoria legal de la implantación de la disciplina EMC como obligatoria en la Educación Primaria y Secundaria. Privilegiamos la documentación existente en el acervo del Grupo Escolar Dom Benevides, en especial el Libro de Acta de Reunión (1970-1975), en lo cual encontramos registros de las prácticas pedagógicas, del cotidiano escolar y de las acciones dirimidas por la dirección en torno a la disciplina. La fuente seleccionada permitió identificar trámites y dificultades en la implementación de ese contenido considerando, por un lado, la proposición legal y, por otro lado, los límites de la propia escuela, como la (in)disposición del profesorado local ante una tarea más, generando ora incomodidad, ora resistencia. Deducimos que el cumplimiento con la obligatoriedad de la EMC presente en la legislación se dio con la realización de los festejos de fechas cívicas que excedían el espacio escolar, permitiendo al civismo y al patriotismo alcanzar a los marianenses. Los resultados de la investigación fortalecen el principio de las singularidades institucionales, construidas por las relaciones establecidas entre los sujetos que componen la institución y la sociedad con la que conviven. Este estudo tem como objetivo delinear a presença e as práticas da disciplina de Educação Moral e Cívica (EMC) no Grupo Escolar Dom Benevides, em Mariana/Minas Gerais (MG), em consonância com o Decreto- Lei nº 869, de 1969. Ao delinear a educação praticada no período da ditadura civil-militar, inserimos a trajetória legal da implantação da disciplina EMC como obrigatória no ensino primário e secundário. Privilegiamos a documentação existente no acervo do Grupo Escolar Dom Benevides, em especial o Livro de Ata de Reunião (1970-1975), no qual encontramos registros das práticas pedagógicas, do cotidiano escolar e das ações dirimidas pela direção em torno da disciplina. A fonte selecionada permitiu identificar trâmites e dificuldades na implementação desse conteúdo, considerando, de um lado, a propositura legal e, do outro, os limites da própria escola, tais como a (in)disposição do professorado diante de mais uma tarefa, gerando ora acomodação, ora resistência. Deduzimos que o cumprimento com a obrigatoriedade da disciplina de EMC, presente na legislação, se deu com a realização dos festejos de datas cívicas que extrapolavam o espaço escolar, permitindo ao civismo e patriotismo atingirem os marianenses.
