Production of Commodities in Family Farms: food insecurity and the new challenges to PRONAF

Resumo: Food and nutrition insecurity, famine and public policies unable to fully tackle the structures underlying such social asymmetries are political and economic issues that reflect social inequity and poverty in Brazil. However promoting the production of global commodities as well, initiatives especially like the Brazilian national program for the strengthening of family farming (Programa Nacional de Fortalecimento da Agricultura Familiar - PRONAF) have been taken in order to change that scenario. Based on both the distribution of PRONAF funding contracts by product and the increased production of commodities over basic foods, we analyze changes observed in the country’s family farming production. The data supporting our study was published by the Brazilian Central Bank between 1995 and 2015. Our main argument is that commoditization does not necessarily threatens the food security of family farmers. Nevertheless, as demonstrated here, further commoditization of such activities can be detrimental to the food security of the whole society, even if local production systems are reinforced by a diversified PRONAF funding.

Se suma a ello la insuficiencia de políticas públicas que cambien las estructuras generadoras de esas asimetrías sociales. Se han hecho esfuerzos para mudar ese cuadro, con destaque al PRONAF, el cual, aunque apoyando la agricultura familiar e incentivando la producción de alimentos, también ha estimulado la producción de commodities. El objetivo de este artículo es analizar los cambios ocurridos en la producción agrícola de la agricultura familiar, teniendo como base la distribución de los contratos del PRONAF-Costeo entre los productos y el aumento de la producción de commodities en detrimento de alimentos básicos. Los datos analizados se refieren al PRONAF-Costeo del período 1995-2015 disponibles por el Banco Central. El argumento central es que la “commoditización” de la agricultura familiar no necesariamente coloca a los agricultores familiares en inseguridad alimentaria. Sin embargo, como se demuestra en este artículo, una profundización de este proceso puede poner en riesgo la seguridad alimentaria de la sociedad en general, aunque una diversificación de productos financiados por el PRONAF refuerza los sistemas productivos locales.A insegurança alimentar e nutricional e a fome são problemas sociais e econômicos que refletem a desigualdade social e a pobreza no Brasil. Soma-se a eles a insuficiência de políticas públicas que alterem as estruturas geradoras dessas assimetrias sociais. Esforços têm sido feitos para transformar esse quadro, com destaque para o Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF), o qual tem apoiado a agricultura familiar e incentivado a produção de alimentos, embora tenha estimulado, também, a produção de commodities globais. O objetivo do artigo é analisar as mudanças ocorridas na produção agrícola da agricultura familiar tendo como base a distribuição dos contratos do PRONAF Custeio entre os produtos e o aumento da produção de commodities em detrimento de alimentos básicos. Os dados examinados referem-se ao PRONAF Custeio no período de 1995 até 2015 disponibilizados pelo Banco Central. O argumento central é de que a comoditização da agricultura familiar não necessariamente coloca os agricultores familiares em insegurança alimentar.
