The objective of the research is to verify the influence of structural and recursive factors formed from the categories (normative, impositive, allocative and the signification codes) of the Theory of Structuration development of PEBTs of São Carlos. Reports the Theory of Structuration as a guide to understand the environment of small technology-based companies. It was not found in the literature any questionnaire or guided interview developed from the Theory of Structuration, so for its development, the technique of snowball was used, essential to this research work. As methodological procedure, it was chosen the Analyze of the Content chronologically organized into three distinct phases (Bardin, 2004): 1) pre-analysis, 2) exploration of the material, and 3) treatment of the data and its interpretation. Depth interviews were conducted with seven (7) companies and three (3) management organs located in the center of São Carlos / SP, complemented by the Analyze of Narratives. The analysis of the results showed that each of the categories has impact in the management process PEBTs. The impositive aspects, support the structuring process itself, are the result of conduct that organizes itself recursively, because they only exist considering the aspects standards and the codes of signification, are present in the standards and behavior of leaders who qualify as a technology-based company. The allocative aspects are manifested in the organization of universities in the creation of university-enterprise cooperation,in the identification of gaps that need to be overcome and attracting companies that use the products and the innovation that is produced in the city. Analyze the environment, based on the constructs of the Theory of Structuration, has the purpose of contribute to the development of scientific knowledge and hands-on management of small businesses, especially technology-based, since the elements of structuring and re-structuring are present in the sector and can help drive partnerships, policies and strategies that help these companies.
