The Federal Constitution – CF of 1988 brought profound institutional, political, economic and social transformations for the Public Administration, granting greater definition for the state's performance in the execution of public policies. In this time, municipalities have become the direct link between the government and the population, using additional financial contribution sums of voluntary transfers from the Union for the formalization of partnerships of mutual interest and collaboration. In the practical field, obtaining these resources is conditional on the elaboration of projects that meet local needs, being indispensable the control of results. Thus, the article seeks to analyze the performance of the projects of the City of Palmas – Tocantins - Brazil financed with voluntary transfer resources, in the period from 2013 to 2018. It uses the case study as a research strategy plus the construction of a theoretical framework that can identify the contributing elements for the production of good results in the management of public projects. Empirical evidence reveals the need for greater control of the results achieved, employing performance indicators in all phases of the life cycle of projects, linking them to the social impact produced. It also reveals the need to adopt mechanisms that can integrate and improve the performance adopted by all actors involved.
