FINANCIAL SUPPORT TO INNOVATION IN BRAZIL: RECENT HUMAN CAPITAL TRAINING PROGRAMS

There are recurrent studies on the National System of Science, Technology and Innovation emphasizing the resources provided by funding agencies to companies. This paper advances compared to other studies by addressing the importance of integrating research and training of human capital resources to business demands. The aim of this work is to investigate actions to support innovation based on business demands, performed from federal agencies that foster scientific research and human resources training. It seeks to analyze the efforts of funding agencies in formatting such initiatives and the potential for raising funds to financing ST&I projects. The research was conducted from literature review, information gathering from funding agencies and statistical analysis of data, considering the period from 2008 to 2018. Information from the programs was obtained directly from agencies, CNPq and CAPES. The analysis shows that agencies have made considerable effort in shaping innovation support programs based on linking Science and Technology Institutes and private firms. The funded programs were developed in both environments, institutes and companies. Such actions have the potential to attract new private sources of funding. An important path in a resource constraint scenario may be to use traditional instruments with this focus of interaction.
