This work deals with the study of public policy in control of our natural resources, since the period of Brazil-Colony, and emphasizes the need for systematization between environmental issues and economic development from the new constitutional order 1988 that for the first time in our history has introduced the environmental issue as constitutional guarantee (art. 225). Highlights the importance of constitutional commandments contained in articles 5 subsection XXIII, 170 subsections III and VI, 182 and 225 in the implementation of the new social model, political and economical that determines the social function of property and the protection of the environment. Analyses also need integration between environmental policy and public policies and the interworking between the goals of economic development, social, technological, urban and environmental issues, constitutionally supported and protected by the principles and rights that promotes sustainable development, the prioritization of the social functions of the city and the well-being of their inhabitants, in addition to economic order that ensures all existence worthy and ecologically balanced environment for present and future generations. Finally, discusses the importance that the Federated Entities(specially the Municipal Government), among its legislative and administrative jurisdiction search for public policies that guarantee protection, conservation and environmental preservation by implementing mechanisms to ensure environmental sustainability and economic activity that can enable the social function of property, the control of the waters, plants in general and animals, favoring public interest before the private interest
