Resumo: It is necessary to expose ex ante the purpose of this scientific work, which aims through technical knowledge to discuss the importance of the most primary guarantees present in the dimensions of human rights, which may be applied to the object of the study under analysis. In order to examine these guarantees, it is first necessary to understand – in a technical manner and never in a binary or manicheistic way – the narratives of the two diasporic peoples, which are Jews and Palestinians, that culminated in the need of the formost to claim a homeland, and in the struggle of the latter to maintain themselves in a territory, and finally, to be recognized as a nation state. This research seeks to inform that there are two diasporic narratives in confrontation and conflicting national wills, marked by the tragedy of the deterritorialization of both peoples, which weighs in different historical moments. The issue must be understood from the point of view of cultural human rights, bringing the debate to current topics such as globalization, multiculturalism, miscegenation and cultural, ethnic and religious coexistence. Therefore, the present proposes to clarify what Zionism is in fact and what its origin is from that to understand its connection with the right to nationality, a guarantee envisaged in the Universal Declaration of Human Rights, and which was proclaimed on December 10, 1948, by the General Assembly of the United Nations, that is, in the same year of the foundation of the State of Israel. It should be noted that, contrary to what some have understood in recent decades, Zionism dates back to the nineteenth century and is much more related to the Jewish diaspora as a whole than to the Second World War. 10 As well, it is intended to demonstrate that the Zionist movement is guided by the principle of self-determination of peoples and, finally, to clarify the obligation of the State of Israel to obey the principles of equality between States and the peaceful solution of conflicts, which are found as some of the purposes of the United Nations, including being provided in the Charter of the United Nations. Explaining, therefore, the tradition of Brazilian diplomacy understanding in relation to this conflict. In view of this, explanations of the conflict will be brought, which will be reduced to focus on the genesis of the dispute between Jews and Arabs living in Palestine. It is evident, after all, to combat the misinformation present in post-truth times, which makes the discussion about the complex issue now addressed in academic forums crucial, i.e., in an environment open to diverse opinions and that demands scientific knowledge. The present work can contribute to the debate about Zionism(s) and anti-Semitism

The present work can contribute to the debate about Zionism(s) and anti-SemitismHá que se expor ex ante a finalidade deste trabalho científico, que visa através do conhecimento técnico discorrer sobre a importância daquelas garantias mais precípuas presentes nas dimensões dos Direitos Humanos, que porventura se aplicam ao objeto do estudo ora analisado. E para examinar essas garantias é necessário primeiro compreender – de maneira técnica e jamais de forma binária ou maniqueísta – as narrativas dos dois povos diaspóricos, quais sejam, judeus e palestinos, que culminou na necessidade do primeiro em reivindicar por uma pátria, e na luta do segundo em se manter num território, e por fim, ser reconhecido como um Estado. A presente pesquisa procura informar que há duas narrativas diaspóricas em confronto e vontades nacionais conflitantes, marcadas pela tragédia da desterritorialização de ambos os povos, em que pese em momentos históricos distintos. Há que se entender a questão do ponto de vista do direito humano cultural, trazendo o debate para temas atuais como a globalização, multiculturalismo, miscigenação e coexistência cultural, étnica e religiosa. Desta feita, o presente se propõe a esclarecer o que de fato é o sionismo e qual a sua origem e a partir disso compreender a ligação deste com o direito a nacionalidade – garantia essa prevista na Declaração Universal dos Direitos Humanos, e que foi proclamada no dia 10 de dezembro de 1948, pela Assembleia Geral das Nações Unidas, ou seja, no mesmo ano da fundação do Estado de Israel. Há que se esclarecer que, ao contrário do que alguns têm entendido nas últimas décadas, o sionismo remonta ao século XIX e está muito mais relacionado a diáspora judaica como um todo do que com a Segunda Guerra Mundial. 8 Assim como pretende-se demonstrar que o movimento sionista é balizado pelo princípio da autodeterminação dos povos e, por fim, esclarecer a obrigatoriedade do Estado de Israel em obedecer aos princípios da igualdade entre Estados e da solução pacífica dos conflitos, que se encontram como alguns dos propósitos das Nações Unidas, inclusive estando previstos na Carta da ONU. Explanando, portanto, qual a tradição do entendimento da diplomacia brasileira em relação a esse conflito. Diante disto, serão trazidas explanações no tocante ao conflito que se reduzirão a centrar-se na gênese da contenda entre judeus e árabes residentes na Palestina. É cediço que, ao fim e ao cabo, importante se faz combater a desinformação presente em tempos de pós-verdade, o que torna crucial a discussão acerca do complexo tema ora abordado em foros acadêmicos, ou seja, num ambiente aberto a opiniões diversas e que demanda conhecimento científico. O presente trabalho pode contribuir para o debate acerca de temas como o(s) sionismo(s) e o antissemitismo.
