This dissertation builds up an analysis about the relationship between the Brazilian foreign policy and coalitions of the South, specifically through the case study of the India-Brazil- South Africa Dialogue Forum (IBSA). The Brazilian foreign policy agenda of the Lula administration (2003-2010) has privileged the South-South cooperation as a consequence of the combination of the new international multilateral scenario of the 1990s and the international insertion carried out by the Brazilian Foreign Policy Ministry. In this context, Brazil has sought a position as leader of the South, organizing the collective action and cooperating with other developing countries. The IBSA Forum represents the trilateral cooperative institutionalization which congregates not only three developing countries, but also democratic and regional leaders that have chosen the South-South cooperation as one of their priorities to achieve development. These three countries have cooperated bilaterally and even trilaterally since the 1980s in multilateral fora and also share common values, such as democracy, inclusion, human rights and equality. It is in this context that one should understand the trilateral cooperation that led to the creation of this partnership, in June 2003. Thus, this dissertation aims to analyze what is the IBSA s role in the Brazilian foreign policy agenda, the importance of Brazil, as the coalition s collective action organizer and seeks to examine the partnership s advantages, limitations and prospects
