A institucionalização da função vigilância socioassistencial no Sistema Único de Assistência Social (SUAS)

This study focused on the articulation of social assistance surveillance function with social security of social assistance policy, that make up the Brazilian social security. Part of empirical observation that the understanding of implementation of social assistance surveillance, most of the time, takes care of data production whose nature does not explains the demands for social security of hospitality, conviviality, autonomy and social protection existing programs. It turns out that in more than a decade of implementation of the Unified Social Assistance System, this function still has no visibility, since there are just a few technical productions done by the General Office of National Policy for Social assistance, and also in the academic universe. it is perceived a tendency on define this function as complementary on searching information and not as a function of social welfare policy as a right for social protection. This idea is reinforced by the fact the federal management turns it into a producer of studies and research related to social programs, informational tools, database or support to social programs of governmental interest. Sets aside the possibility of analyzes of the social assistance security, the demand for social protection and the coverage for social assistance services. It is noticed, therefore, the consistency of ratio analysis of how the social assistance surveillance function shows or not coherency with the specific field of social welfare policy on the effectuation of the Brazilian social protection. The analysis of this consistence was performed by a serial of approaches of qualitative and quantitative data of Census SUAS, national and local, of activities undertaken in the municipalities and empirical research at the Municipal Social Welfare of Belo Horizonte - MG and Vitória - ES
