A??o Social e as Compet?ncias Municipais no Contexto do Estado Neoliberal: an?lise a partir da C?mara Municipal de Montemor-o-Velho

O estudo que se apresenta resulta do interesse em conhecer a import?ncia das Autarquias Locais, a sua trajet?ria desde a sua constitui??o, abordando a forma como eram encaradas durante o designado ?Estado Novo?, terminando com o destaque que agora assumem, nomeadamente a import?ncia crescente de que se revestiram nos ?ltimos anos, pelas quest?es da descentraliza??o de compet?ncias do Estado. Com este trabalho, pretende-se uma aproxima??o ao debate sobre as rela??es do Poder Local com a descentraliza??o, num contexto neoliberal; perceber o posicionamento dos munic?pios face ? lei da transfer?ncia de compet?ncias para as Autarquias Locais e Comunidades Intermunicipais, nomeadamente no ?mbito da CIM da Regi?o de Coimbra, bem como analisar a trajet?ria de A??o Social no Munic?pio de Montemor-o-Velho desde 1977 a 2019, nomeadamente os impactos das transfer?ncias de compet?ncias neste Munic?pio. Decorrente do trabalho realizado, no que respeita ? descentraliza??o, verifica-se que o processo repercute as orienta??es neoliberais que Portugal tem sentido desde a d?cada de 80, altura em que o Estado reduziu a sua interven??o, transferindo a sua responsabilidade para o Poder Local. Por outro lado, e face ao processo de descentraliza??o, os munic?pios apresentam decis?es d?spares, n?o se pautam por ideais pol?tico-partid?rios, procurando atender ao interesse do territ?rio. Verifica-se ainda que as ?reas que os Munic?pios aceitam, s?o as de menor relevo de interven??o municipal e, por seu lado, as CIM veem o seu leque de compet?ncias refor?ado. No que respeita ? A??o Social no Munic?pio de Montemor-o-Velho, esta t?m-se pautado por uma interven??o assistencialista, pois at? 2013 a interven??o era essencialmente, sob projetos nacionais com recorte local, e a partir desse per?odo surgem os projetos locais, mas de cariz assistencialista. Paralelamente registam-se as Bolsas de Estudo e as F?rias de Ver?o, que subsistem desde 1995. Refira-se ainda que, o Munic?pio de Montemor-o-Velho fica confinado ? ?rea da educa??o, no contexto da transfer?ncia de compet?ncias na ?rea Social. Por fim, ? de real?ar a import?ncia dos instrumentos de planeamento que existem no Munic?pio, virem a ser aplicados na ?rea da A??o Social, pois s? assim se pode reclamar uma interven??o qualificada dos Assistentes Sociais, combinando conhecimento, planeamento e avalia??o, contribuindo dessa forma para a redu??o das desigualdades sociais. / The present study results from the will to understand the importance of local Municipalities, their path since their foundation, the way they were perceived during the so-called ?Estado Novo? and the prominence they now assume, namely their growing importance over the last few years related with the matters of decentralization of State responsibilities. This work aims to approach the debate aboutthe relations of Local Government with decentralization, in a neoliberal context; to understand the position of the Municipalities facing the law of the transfer of competences to the Local Authorities and Inter-Municipality Communities, namely within the CIM of Coimbra ?s Region, as well as analyse the course of Social Services in the Municipality of Montemor-o-Velho from 1977 till 2019, namely the impacts of the transfer of responsibilities into this Municipality. As a result of this work, with regard to decentralization, it appears that the process reflects the Neoliberal guidelines that Portugal has felt since the 1980s, when the State reduced its intervention, shifting its responsibility to the Local Governmental Authorities. On the other hand, and due to the decentralization process, the Municipalities present different decisions, they are not guided by political party ideals, trying to meet the interest of the territory. It is also verified that the areas accepted by the Municipalities are those of smaller importance for municipal intervention and, that way, the CIMs see their range of responsibilities strengthened. On the subject of Social Services in Montemor-o-Velho ?s Municipality, those Services has been limited to assist and support type of intervention, as until 2013 the intervention was essentially under National projects with a Local frame, and from that period onwards, Local projects appeared, but still about assist and support type of intervention. At the same time, there is to note the Scholarships and summer vacations, which exist since 1995.It should also be noted that the Municipality of Montemor-o-Velho is limited to the education area, when referring to the Social Services transfer of responsibilities. Finally, it is to emphasize the importance of the planning mechanisms existing in the Municipality, to be applied in the Social Services area, as only then it ?s possible to claim a qualified intervention of the Social Services workers, combining knowledge, planning and evaluation, consequently contributing to reduce social inequalities.
