A segurança como vetor decisivo na escolha do destino turístico

Resumo: It is widely recognized and accepted in national and international terms that the development of tourism as a strategic economic activity is inseparable from the secu-rity vector, in its objective or subjective dimension, and without it there is no tourism. "Security is a state issue, but more than that, it is a public good. Without security there is no economic development ... ", and therefore without security there is no tourism. Thus, the object of study and general objective of this essay is to determine if the current vector is decisive in the choice of the Algarve tourist destination, trying to determine its relative importance among the remaining vectors, making an analysis of the point of view of the safety and who will travel in tourism, the factors that weigh when choosing the destination, as well as, identify, frame and characterize some of these same aspects, seeking to give an overview of the internal and external causes to our country that compete for this reality. Contributing to the same general objective was the relationship between tourist hot spots and the most frequent criminal typologies, as well as the phenomenon of transnational terrorism characterizing this type of area, as well as the main current and future threats and challenges from a comprehensive perspective in relation to tourism and safety activities. In methodological terms, a comprehensive bibliographical and documentary re-search was started in the exploratory phase, aiming to clarify the state of the art, and thus to construct the problematic and the analysis model, adopting the hypothetical-deductive method as well as applied a set of semi-structured interviews with privi-leged witnesses and experts, so that the Central Research Question is answered, as well as all the derived questions that correspond to the specific objectives. In this way, it will be possible to corroborate or refute the hypothetical deductions formu-lated. Security issues have definitely become a decisive factor in deciding when to choose a holiday destination on a global scale. It is therefore one of the fundamental pillars for greater or lesser economic and tourist competitiveness in particular, from any region or country in the contemporary world. Security is thus a nuclear and structuring asset to improve trust levels in our coun-try, and who chooses us to visit, particularly the Algarve, assuming itself by force of reason, as a critical success factor for its economic and social development, which generates wealth and employment, namely our largest export sector: tourism. There are many and varied challenges ahead, and for the progress of these sectors, synergies and common collaborative and coordination platforms, between public and private, need to be continuously developed, and there is a clear tourism / security relationship in the Algarve region, particularly in the context of the sharing of respon-sibilities between the various organizations, public and private entities, favoring an effective foresight and predictive security culture. The road that everyone points out is that the effort must be permanent in an inte-grated and structural multidisciplinary response, based on cooperation between all the national and international Entities involved, allowing the collection, exchange and efficient and timely sharing of information and creating conditions to be better able to detect, identify, anticipate, protect, pursue, respond and intervene, ceasing any ac-tivity of a deviant nature, striving for interdependence, complementarity and co-op-eration among all the actors.

Sem segurança não há desenvolvimento económico…”1, e portanto sem se-gurança não há turismo. Assim, o objeto de estudo e objetivo geral do presente ensaio, prende-se com saber, se o vetor segurança atualmente, é decisivo na escolha do destino turístico Al-garve, procurando determinar a sua importância relativa de entre os restantes vetores, fazendo uma análise do ponto de vista da segurança e de quem vai viajar em turismo, dos fatores que pesam na hora de escolher o destino, bem como, identificar, enquadrar e caraterizar alguns desses mesmos aspetos, procurando dar uma panorâmica sobre as causas internas e externas ao nosso país que concorrem para esta realidade. Concorrendo para o mesmo objetivo geral, abordou-se a relação entre hot spots turísticos e as tipologias criminais mais frequentes, bem como, o fenómeno do terro-rismo transnacional caraterístico deste tipo de áreas, e ainda as principais ameaças e desafios atuais e futuros numa perspetiva abrangente em relação às atividades do tu-rismo e da segurança. Em termos metodológicos, iniciou-se na fase exploratória uma abrangente pes-quisa bibliográfica e documental, com o intuito de clarificar o estado da arte, e assim construirmos a problemática e o modelo de análise, tendo adotado o método hipoté-tico-dedutivo2, bem como, aplicado um conjunto de entrevistas semiestruturadas a testemunhas privilegiadas e especialistas, por forma a que a Questão Central da In-vestigação seja respondida, bem como, todas as questões derivadas a que correspon-dem os objetivos específicos. Deste modo, será possível corroborar ou refutar as de-duções hipotéticas formuladas. As questões relacionadas com a segurança assumiram-se, definitivamente, como fator fundamental de decisão, no momento da escolha do destino de férias à escala mundial, sendo, por isso mesmo, um dos pilares fundamentais para a maior ou menor, competitividade económica e turística em particular, de qualquer região ou país do mundo contemporâneo. A segurança, é assim, um ativo nuclear e estruturante para melhorar os níveis de confiança no nosso país, e de quem nos escolhe para visitar, particularmente o Algarve, assumindo-se por força de razão, como um fator crítico de sucesso para o seu desenvolvimento económico e social, gerador de riqueza e emprego, designada-mente do nosso maior setor exportador: o turismo3. Os desafios que no futuro se colocam, são muitos e diversificados, e para o pro-gresso destes setores, impõe-se o desenvolvimento permanente de sinergias e de pla-taformas comuns colaborativas e de coordenação, entre públicos e privados, existindo clara margem para melhorar no âmbito da relação turismo/segurança na região Al-garvia, nomeadamente no âmbito da partilha de responsabilidades entre as diversas organizações, entidades públicas e privadas, favorecendo uma efetiva cultura prospe-tiva e preditiva de segurança.
