In an increasingly more digitized world Public Administrations more than ever are evolving towards e-Governments as their citizens become more technology dependent. Consequently, it proposes a scrutiny of the e-Estonia success case, comprising an analysis of its main pillars and interoperability between services. Portugal is a country that even though digitized still has interoperability and adoption issues, hence by comparing the Estonian and Portuguese e-Services cases this dissertation aims to build portray both countries reality and determine pros and cons, leading to enhancement opportunities. Moreover, it also intends to study a possible correlation of digitization with C2G (citizen to government) engagement. All in all, by identifying a problem and its background and explaining this thesis proposal importance I expect to reach conclusions on the impact of ICT usage in Public Administration’s by analysing the best existent practices in the EU (mainly Estonia).
