Uma boa ideia mas para que comunidade? E o que deve este centro interpretar?Estas foram as perguntas levantadas quando foi desenvolvido este projeto, na cadeira de Atelier de Projeto II. Em primeiro lugar, foi feita uma análise deste território específico, no sentido de perceber, não só o seu tecido urbano, mas também quem lá vive e trabalha, ou apenas quem o atravessa diariamente. Percebeu-se então que existem diferentes zonas urbanas ou mais concretamente três “Marvilas”: uma na parte alta da freguesia, dominada por bairros de habitação social, muito estigmatizados; a velha Marvila, a meia encosta, estabelecida ao longo do antigo Caminho do Oriente, e confinada entre duas linhas de caminho-de-ferro; e a Marvila da zona ribeirinha, marcada pela presença do porto de Lisboa e de antigos armazéns e silos, que atualmente se encontram num processo acelerado de gentrificação. Estes três níveis raramente se conectam e os respetivos residentes muito poucas vezes os atravessam ou convivem com pessoas das zonas contíguas. Neste sentido, um centro comunitário e interpretativo para Marvila deve ser mais do que um ícone arquitetónico. Deve acima de tudo, ser uma instituição cívica, capaz de gerar conexões urbanas, entre estas três zonas, e capaz oferecer um programa multi-cultural, multi-social e multi-generacional.Posto isto, a primeira abordagem deste projeto procura resolver a problemática da segregação, através da definição de um corredor urbano com o propósito de gerar conexões entre as três zonas e desta forma, criar condições para uma unificação territorial. Este corredor é definido através da incorporação de equipamentos existentes e da reconversão dos espaços vazios e degradados, em novos espaços urbanos e novos conteúdos programáticos, com o objetivo de incentivar uma coesão social e cultural.A segunda abordagem passa por desenvolver esse equipamento chave, o Centro Cívico. O edifício proposto, localizado da alta de Marvila, é rodeado por cinco torres habitacionais, o arranque da estrutura inacabada da Sede da Fundação Luso-Brasileira e as ruínas do Palácio dos Alfinetes, antiga quinta senhorial. Ao tentar não competir com a grande escala das torres, este projeto desenvolve-se horizontalmente, cobrindo uma grande praça, que integra a estrutura incompleta da Sede, estendendo-se para a cobertura do edifício, através de uma “anfiteatro-escada”. Esta cobertura torna-se assim uma varanda urbana, com vista para o Rio Tejo, em continuidade com o nível térreo do Palácio. A estrutura em betão e a pele em alvenaria de blocos de cimento, reforçam a economia, a racionalidade e a simplicidade da sua construção. No seu interior, o centro alberga uma cantina comunitária, um salão polivalente, salas para workshops, estúdios de gravação para bandas locais e um anfiteatro com capacidade para 500 pessoas. O centro também tira partido da proximidade com a Biblioteca de Marvila, com a qual está articulada. Entre estes dois edifícios foi estabelecido um amplo percurso pedestre, rodeado de hortas e jardins pedagógicos, com o intuito de serem geridos pela comunidade local. Desta forma, o projeto tenta resolver a falta de coesão urbana, cultural e social.A Community and Interpretative Centre for Marvila. Good, but for what community? And what should this centre interpret?These were the questions that were asked when developing this project in University Design Studio. The first point was to analyze this specific territory, in order to realize, not only its urban fabric, but also who lives and works there, or just who crosses it quotidianly. We understood that there are three different urban strata, or three different “Marvilas”: one at the upper urban level, dominated by Social Housing districts, still stigmatized today; the old Marvila, at the half-slope level, established along an ancient road and the railroad lines; and the Marvila’s riverside level, marked by the presence of the port, the warehouses, and silos, and currently in a process of accelerated gentrification. These three levels barely interconnect, and the citizens of each stratum do not cross, nor do they know the citizens of the other strata. In this sense, a Civic Centre for Marvila must be more than an architectural icon. It must, above all, be a civic institution capable of generating an urban connection between those three levels, by offering a multi-cultural, multi-social and multi-generational program.The first approach of this project seeks to solve the problem of segregation, through the definition of an urban corridor with the purpose of generating connections between these three zones and thus creating conditions for territorial unification. This corridor is defined through the incorporation of existing equipment and the conversion of empty and degraded spaces, into new urban spaces and new program content, with the aim of encouraging social and cultural cohesion.The second approach is to develop this key equipment, the Civic Centre. The proposed building, located at upper Marvila, is surrounded by five housing towers, the foundations of the unfinished structure of the Headquarters of the Luso-Brazilian Foundation and the ruins of the Palácio dos Alfinetes, an ancient manor farm. Avoiding to compete with that large scale of the towers, the project develops itself horizontally, covering a large square, which is extended to its rooftop, through a “staircase-amphitheatre”. This rooftop becomes an urban veranda, overlooking the Tagus, in continuity with the level of the Palácio dos Alfinetes. The concrete structure of the centre, and its cement brick skin, reinforce the economy, rationality, and simplicity of the construction, as well as its infrastructural condition. Inside, the centre contains a community canteen, a multi-purpose hall, workshop rooms, rehearsal studios for local bands, and a 500-seat auditorium. The centre also takes advantage of the vicinity of the Marvila Library, with which it is articulated. Between the two buildings, it was establish an ample walking space, surrounded by pedagogic vegetable gardens, to be managed by the community itself.
