Resumo: The present work addresses the issue of ethics, science and governance in health and seeks to describe how these different dimensions interrelate and, in some way, complement each other. For this purpose, a methodology was adopted that consisted of revisiting some studies that had already been carried out, con- sulting and identifying key elements in documents such as the WHO Constitution, Reconceptualizing Governance, a work edited by the United Nations Development Program, and the Governance of the Health System in Cape Verde, to, from these instruments, conceptualize the relationship between ethics, science and governance in health. In this exercise, an attempt was made to analyse a practical example of the relationship between ethics, science and health governance, describing the case of the health governance system in Cape Verde, where it is possible to observe how the different subsystems interact, each contributing in a different way. according to its function, for a coherent and functional whole. The conclusion reached in relation to the “Cabo Verde case” is that there is a path in the health sector in Cape Verde where ethics, science and governance in health undergo a relatively positive evolution, based on through a relationship of reciprocal influence. This framework, set up in a system of inter-relationship and inter-influence, allows the different subsystems to play their role and, simultaneously, each one can also contribute to its integral and harmonious functioning.

A cet effet, une méthodologie a été adoptée qui consistait à revisiter certaines études déjà réalisées, à consulter et identifier des éléments clés dans des documents tels que la Constitution de l’OMS, Reconceptualizing Governance, un ouvrage édité par le Programme des Nations Unies pour le Développement, et la Gouvernance du Système de Santé au Cap-Vert, pour, à partir de ces instruments, conceptualiser la relation entre éthique, science et gouvernance en santé. Dans cet exercice, on a tenté d’analyser un exemple pratique de la relation entre l’éthique, la science et la gouvernance de la santé, décrivant le cas du système de gouvernance de la santé au Cap-Vert, où il est possible d’observer comment les différents sous-systèmes interagissent, chacun contribuant de façon différente selon sa fonction, pour un ensemble cohérent et fonctionnel. La conclusion à laquelle on aboutit, concernant le «cas Cabo Verde», est qu’il existe une voie dans le secteur de la santé au Cap-Vert, où l’éthique, la science et la gouvernance en matière de santé connaissent une évolution relativement positive, basée sur une relation d’influence réciproque. Ce cadre, érigé en un système d’inter-relations et d’inter-influences, permet aux différents sous-systèmes de jouer leur rôle et, en même temps, chacun peut également contribuer à son fonctionnement intégral et harmonieux.O presente trabalho aborda a problemática da ética, ciência e governação em saúde e procura descrever como estas diferentes dimensões se interrelacionam e, de alguma forma, se complementam. Para o efeito, adotou-se uma metodologia que consistiu em revisitar alguns estudos já realizados, consultar e identificar elementos-chave em documentos como a Constituição da OMS, a Reconceptualising Governance, trabalho editado pelo Programa das Nações Unidas para o Desenvolvimento, e a Governação do Sistema de Saúde em Cabo Verde, para, a partir destes instru- mentos, concetualizar a relação entre a ética, a ciência e a governação em saúde. Neste exercício, procurou-se analisar um exemplo prático da relação ética, ciência e governação em saúde, descrevendo o caso do sistema de governação em saúde de Cabo Verde, onde é possível observar como os diferentes subsistemas interagem, contribuindo, cada qual, de acordo com a sua função, para um todo que se pretende coerente e funcional. A conclusão a que se chegou com relação a “caso Cabo Verde” é que resulta de forma clara que existe um percurso no setor da saúde em Cabo Verde onde a ética, a ciência e a governação em saúde conhecem uma evolução, relativamente positiva, pautada por uma relação de recíproca influenciação.
