Institutions and the development of wine tourism: Reections on the Douro (Portugal) and the Vale dos Vinhedos (Brazil)

This article analyzes the institutional incentives and restrictions to the development of wine tourism in the Alto Douro (Portugal) and Vale dos Vinhedos (Brazil) territories. This is an exploratory and descriptive study, in which bibliographic and documentary research, interviews and application of a questionnaire with a Likert scale were directed at representatives of eight wineries located in Alto Douro Vinhateiro and 13 wineries located in Vale dos Vinhedos, in the period from June 2019 to March 2020. The results indicate that institutional interaction provided a framework of opportunities for wineries to invest in wine tourism. In Vale dos Vinhedos, the institutionalization of the Geographical Indication Vale dos Vinhedos stands out as the main driver of wine tourism. In Alto Douro, the institutionalization of its landscape as world cultural heritage acted as the main driver of wine tourism, establishing a synergistic performance of institutions that improved access to the region and provided an encouraging environment for private investments. It is concluded that wine tourism in these territories is the result of adaptive efficiency, that is, the ability of wineries to adapt to uncertainties, adversities and institutional and environmental changes that have arisen over time.
