Considerations about the disciplinary field of educational policies

Resumo: Abstract: This is a theoretical and bibliographical study whose content presents some considerations about the production of knowledge in education policies. Initially, it seeks to situate the education policies in the context of public policy and discuss to what extent the educational policies wide area of coverage is also limiting regarding the production of knowledge and definition of investigative methods. Next, it presents a conceptual discussion of the epistemological field of research into educational policy and evaluation in education policy, and points out that despite the interrelation between them, each one has their own aims and different purposes. Finally, a theory about the allocation of knowledge production in educational policies is developed which leads to a discussion about the importance of the policy makers and executors to become aware of what kind of knowledge is produced to inform their decision-making.   Keywords: Education Policy. Evaluation of education policy.Resumen: Este estudio, teórico y bibliográfico, trae en su contenido algunas consideraciones sobre la producción de conocimiento en las políticas educativas. Inicialmente, se trata de situar las políticas educativas en el contexto de las políticas públicas y discutir en qué medida la amplia cobertura de área de las políticas educativas son también sus límites en cuanto a la producción de conocimiento y la definición de los métodos de investigación. A continuación se presenta una discusión conceptual sobre el campo epistemológico de la investigación en la política educativa y la evaluación de la política educativa, y que a pesar de la interrelación entre ellos, tanto contiene en sí, propósitos y objetivos diferentes. Por último, se desarrolló una teoría sobre la asignación de la producción de conocimiento en las políticas educativas y de una discusión sobre la importancia de los proponentes y ejecutores de políticas tomar conciencia de lo que se produce para la toma de decisiones.   Palabras clave: Política Educativa. Evaluación de la Política Educativa.Resumo: O presente estudo, de cunho teórico-bibliográfico, traz em seu conteúdo algumas considerações acerca da produção de conhecimento em políticas educacionais. Inicialmente, busca-se situar as políticas educacionais no âmbito das políticas públicas e argumentar em que medida a ampla área de abrangência das políticas educacionais são também seus limites com relação a produção de conhecimento e definição de métodos investigativos. Em seguida, apresenta-se uma discussão conceitual sobre o campo epistemológico da pesquisa em políticas educacionais e da avaliação em políticas educacionais, e que, apesar da inter-relação entre estas, ambas contém em si, finalidades e propósitos distintos. Por fim, desenvolve-se uma teorização acerca da destinação da produção de conhecimento em políticas educacionais e uma argumentação acerca da importância de os propositores e executores de políticas tomarem conhecimento do que é produzido para a tomada de decisões.   Palavras-chave: Políticas Educacionais.
