The theoretic debate on federalism and its influence in the field of Brazilian Education Policy

Resumo: The aim of this article is to discuss the most renowned theorists who study the subject of federalism as an instrument for understanding its influences on the studies developed in the field of Education Policy by Graduate Programs in Education in Brazil. This is a literature review, state of the art, studies of a theoretical and/or bibliographical nature on federalism. It was concluded that, currently, the field of federalism studies maintains the (neo)institutionalist paradigm as an epistemological matrix, being essential to explain the functioning and results of public policies, especially after the innovations proposed by the 1988 Federal Constitution in relation to the Brazilian federative design. There is a predominance of international literature, especially North American Political Science, in national production on federalism, with an emphasis on research that analyzes public policies. Despite this influence, Brazilian authors have not only adapted foreign literature to analyze the national reality, but they have also sought to build original interpretative models. This has contributed to these authors being used as a theoretical reference for researchers in the field of Brazilian Education Policy. Keywords: Educational Federalism. Education Policy. Meta-research.El objetivo de este artículo es traer el debate de los más renombrados teóricos que estudian el tema del federalismo como instrumento para la comprensión de sus influencias en los estudios desarrollados en el campo de la Política Educativa por los Programas de Postgrado en Educación en Brasil. Se trata de un estudio del tipo revisión de la literatura, estado del arte, estudios de naturaleza teórica y/o bibliográfica sobre el federalismo. Se concluyó que, actualmente, el campo de los estudios sobre federalismo mantiene como matriz epistemológica el paradigma (neo)institucionalista, siendo imprescindible para explicar el funcionamiento y los resultados de las políticas públicas, sobre todo después de las innovaciones que la Constitución Federal de 1988 propuso en el diseño federativo brasileño. Hay un predominio de la literatura internacional, especialmente de la Ciencia Política norteamericana, en la producción nacional sobre federalismo, con énfasis en las investigaciones que analizan las políticas públicas. A pesar de esta influencia, los autores nacionales no sólo han adaptado la literatura extranjera para analizar la realidad nacional, sino que también han buscado construir modelos interpretativos originales. Este movimiento ha contribuido a que estos autores sean utilizados como referencia teórica por los investigadores del campo de la Política Educativa brasileños. Palabras clave: Federalismo Educativo. Meta-investigación.O objetivo deste artigo é trazer o debate dos teóricos mais reconhecidos que estudam o tema do federalismo como instrumento para compreensão de suas influências nos estudos desenvolvidos no campo da Política Educacional pelos Programas de Pós-Graduação em Educação do Brasil. Trata-se de um estudo do tipo revisão da literatura, estado da arte, estudos de natureza teórica e/ou bibliográfica sobre o federalismo. Concluiu-se que, atualmente, o campo de estudos do federalismo mantém o paradigma (neo)institucionalista como matriz epistemológica, sendo imprescindível para explicar o funcionamento e o resultado das políticas públicas, sobretudo após as inovações que a Constituição Federal de 1988 propôs no desenho federativo brasileiro. Há uma predominância da literatura internacional, especialmente da Ciência Política norte-americana na produção nacional sobre o federalismo, com destaque para as pesquisas que analisam as políticas públicas. Apesar dessa influência, os autores nacionais não só adaptaram a literatura estrangeira para analisar a realidade nacional, mas também buscaram construir modelos interpretativos originais. Isso contribuiu para que esses autores fossem utilizados como referência teórica dos pesquisadores do campo da Política Educacional brasileiro. Palavras-chave: Federalismo Educacional.
